BXPLAHATIOH OF COST ESTIMATES
The following estimate of cost has been compiled from the 1a1est General Con-
struction Estimating Standards and verified by a select group of local
contractors.
The quantities shown have been compiled from BROWN clc MULLINS, INC. survey
information, as it relates to the aerial mapping of the Study Area and the
street patterns shown thereon. These street patterns are also depicted on the
enclosed exhibit.
STREET IMPROVBIIBNTS
Hew Streets: The cost of constructing new streets is based upon the following
design criteria:
"G" and "P" Streets - 88 foot right-of-way with 66 foot curb separation. 11
foot wide landscaped strip of land, as measured from the curb line to be
provided on both sides of street. The curb separation will provide for two
(2) lanes of traffic in either direction and a landscaped median strip. A
three (3) foot shoulder is provided on each side. No on-street parking is to
be allowed. Maintenance vehicle turn-out areas shall be provided. Bus load-
ing facilities may be provided on one of these two streets if the land use in
the area dictates the need for Public Transportation.
Valley Street - 88 foot right-of-way with 66 feet between curbs. This pro-
vides for two (2) traffic lanes in either direction, a center landscaped
median strip and three (3) feet of shoulder on each side. No on-street
parking is to be allowed. Bus turn-outs shall be provided. An 11 foot wide
landscaped strip of land is to be provided on either side of the street.
BECOHDrrIOHED Sl'B.EEl'S
The remaining street patterns are proposed to align with existing right-of-
ways to minimize the impact on the area and the cost of construction. The
exception being the widening of intersections sections to provide for medians
and turning lanes. To maintain continuity of design, we have proposed to
remove the existing curb, gutter, and any sidewalks within these streets and
construct new curb and gutter at standard separations, sidewalks on those
streets which require them, pUlverize and repave the streets, provide street
lights and lanc;lscaping. Existing utilities (except for electrical service)
are proposed to remain in their current locations. Service laterals to each
parcel should be provided at this time to avoid pavement cuts at a later date
as the area develops.
IHTERSECTIOHS
The three (3) items included in this cost are listed separately and explained
as follows:
SurfaeeTreatment Crosswa1ka: Twelve foot wide strips of stamped concrete, or
like material, to be constructed within the alignment of the crosswalks.

Center Median Treatment: Medians to be raised with concrete curbing providing
the perimeter edge. The median shall be landscaped or surfaced with similar
treatment as the crosswalks depending upon th width of the median.
Traffic Signals: New and upgraded signals listed. Cost includes pro rata
costs of interconnecting all signals in area.
BRIDGES
Location of bridge work has been listed individually, and identified as being
a new structure or widening of an existing structure. Includes widening of
"G" Street Bridge, South of Mill as a part of Phase II.
DEMOLITION
Cost of demolishing the existing improvements on streets that are to be aban-
doned and which faU within a certain area as identified by the phasing, are
included with the costs of that phase. These costs are for surface demolition
only. Sub-surface structures are proposed to be left in place at this time
and removed or demolished in place, as part of each on-site development plan.
UTILITIES
Cost of utilities were determined with the premise that full services are to
be provided to all areas.
Some underground electrical costs could be eliminated if the conductor is not
installed in the new street areas until time of actual on-site development.
As this would prohibit street lighting, we have included the cost of conductor
installation in all streets. Costs also include installation of underground
service connections to existing buildings and replacing the existing overhead
services. Southeren California Edison Company will require a deposit and 4-
6 months time to design the complete system.
Gas service costs were established by the Southern California Gas Company.
Gas Company policy provides for up to 100'16 reimbursement of these costs; the
ratio to be determined by use, and service connections provided within ten
(10) years.
No other utility company provides for any reimbursement for main installation.
Utility costs include service connections to the right-of-way of the streets.
Connection fees are excluded and shall be made a part of individual building
permit costs.
RAILHOAD CROSSINGS
Crossing costs are based on Santa Pe Railroad cost projections for surface
crossings and are for the "P"," G" Street, and one crossing at Valley Street
only. California Public Utilities Commission must approve the new crossings
at lip" and Valley Streets. Railroad officials feel that the Commission will
oppose the new crossings and request an over or underpass. If the request of
an "at grade" crossing is denied, the over or under crossings are estimated to
cost $500,000.00 each.

All but Oll,e of the existing north-south tracks are contemplated to be removed.
Therefore, only one crossing for Valley Street is incIuded in this estimate.
LANDSCAPING
These costs are predicated on five (5) different design criterias, in con-
junction with the conceptual plan provided by ORS Consultants.
Major intersections are proposed to be maximum visual impact areas with soft
and hardscape, including monument signs, compatible with the motif chosen for
each area.
The three main "corridors" are proposed to have landscaped 11 foot wide park-
ways, on either side as measured from the curb line, and 12 to 14 foot median
strips landscaped with sod, shrubs, and a mix of 15 gallon and boxed trees,
all with automatic irrigation.
The secondary streets are to have contour landscaped 10 foot wide parkways on
either side with sod, some shrubs and 15 gallon trees at 30 foot intervals,
with automatic irrigation.
Minor streets to have hydra-seeded, 10 foot wide parkways on either side with
15 gallon trees at 35 foot intervals with automatic irrigation.
The Flood Control right-of-way line to be planted with 15 gallon trees.
Planting area to be 6 feet wide.
Existing on ramp to the freeway at Mill Street and the East right-of-way line,
North to the Flood Control Channel is to have a 15 foot wide landscaped area
with sod, some shrubs, and 15 gallon trees at 30 foot intervals with automatic
irrigation.
Obviously, these costs may be modified by altering the design criteria. These
modifications shall be at the committee's discretion.
ENGINEERING DESIGN
Costs of design have been determined by phasing the project. These costs have
been escalated by 20% over the cost of design of all the improvements as one
project.
CONSTRUCl'ION BrAKING
The same 20% escalation factor applies to these costs as specified in the
explanation of the design costs.
GOVERNMENTAL FEBS
Plan check inspection and street light energizing fees have been estimated by
the responsible agency. Department of Public Works plan checking and inspec-
tion fees may be waived as directed by the City Council.

Phase I is the area north of Mill Street. It contains 139 acres net of
the existing streets and storm drains. Dividing the total cost by the
area yields an average cost of $1.95 per square foot. IndivIdual parcels
will be higher or lower depending upon the benefits they receive. The
majority of this cost is for Items that would be required of developers
even if the Overlay District did not exist. For example, the standard
utilities that are required would total $0.61 per square foot, Most of
the street Improvements and some of the landscaping would also normally
be required. About 20% of the costs result from the medians and the
enhanced treatment of Intersections and landscaping.
Phase II, south of Mill Street, averages $0.49 per square foot (there are
no buildings to be acquired),

DO ORDAIN AS FOLLOWS:
SECTION 1. Recitals.
A. The Mayor and Common Council have reviewed,
considered, and received public comments upon the proposed design
guidelines and development framework for the Central City South
Study Area of the City of San Bernardino, California, as prepared
by U.R.S. Corporation, Anil Verma Associates, and Solstice Design
Associates. These proposed design guidelines and development
framework cover the area bounded on the north by the center line

The Mayor and Common Council have determined that
there is a need to upgrade the design standards and the
development framework throughout the area described in Recital A
above.
C. The area which is the subject of this overlay zone is

SECTION 2. The Mayor and Common Council hereby adopt an
overlay zone imposing design guidelines and development framework
for the Central City South Study Area. The boundaries of the

Central City South Study Area covered by this Ordinance are
hereby established as follows:
Beginning at the point of intersection of the center line
of Rialto Avenue with the easterly right of way line of
Interstate Highway I-215, which is the "point of beginning",
thence proceeding easterly along said center line of Rialto
Avenue to the center line of "E" Street; thence in a generally
southerly direction along the center line of "E" Street to the
point of intersection with the center line of Inland Center
Drive; thence in a generally southwesterly direction, along the
center line of Inland Center Drive to its intersection with the
easterly right of way line of Interstate Highway I-215; thence
northerly along the easterly right of way line of Interstate
Highway I-215 to the point of beginning.
All property within the boundaries hereinabove described
shall be subject to the design guidelines and development
framework hereby adopted by the Mayor and Common Council, which
are incorporated herein by reference. The design guidelines and
development framework as set forth in a booklet prepared by U.R.S
Corporation, Anil Verma Associates, and Solstice Design
Associates, entitled "Design Guidelines and Development
Framework, Central City South Study Area/San Bernardino,
California", as on file with the City Clerk of the City of San
Bernardino, is hereby approved and adopted, subject to the
following modifications:

RI. Preliminarv Conference. The Developer conf~rs
informally with the City to identify potential development issues
including: scope of the project, potential design issues and
concerns, requirements including these Guidelines, compliance
with the California Environmental Quality Act, and the City's
processing of the project. Information required on the
developer's submission will be determined. A City Project
8 Coordinator will be assigned to be liaison between the developer
9 and the review committee. A determination will be made whether
10 the project may be submitted directly to the Development Review
11 Committee or whether it must first receive City Council and/or
12 Planning Commission approval.
13 II. Develocment Review Acclication. A site plan and
14 other information determined to be needed will be submitted with
15 a Development Review Application. The City reviews and responds
16 within ten days.
17 III. Council/Commission Review Acclication. A site plan
18 and other required information will be submitted with the
19 appropriate application to the Planning Department. The City
20 reviews and responds in thirty to sixty days depending on the
21 type of application.
22 IV. Over the Counter Review. This review is used for
23 smaller projects such as minor additions and signs. Within a
24 maximum of five business days, the construction drawings are
25 returned. If approved as submitted, the developer may submit to
26 Plan Check. If there are conditions, the applicant will resubmit
27 within thirty days. Notice of satisfactory compliance will be
28 given within ten days of resubmission.

1 V. DeveloDment Review Committee. The Committee reviews
2 projects and may render a decision in as little as ten days. If
3 there are revisions necessary, the drawings would need to be
4 reviewed. Once evaluated and approved by the Committee, the
5 project is then submitted for Plan Check. Generally, Plan Check
6 takes no more than thirty days for smaller projects and sixty to
7 ninety days for larger projects.
8 VI. ComDliance with California Environmental OUalitv Act
9 (CECA). All submitted projects requiring City Council and/or
10 Planning Commission approval will be reviewed by the City
11 Environmental Review Committee (ERC). The ERC will determine
12 whether a particular project is exempt from CEQA, qualif~es for a
13 Negative Declaration or will require an Environmental Impact
14 Report. Projects which may be submitted directly to the
15 Development Review Committee are typically exempt from CEQA,
16 although the more complex ones may have certain environmental
17 impacts which warrant review and action by the ERC.-
18 SECTION 3. The design standards established by the design
19 guidelines and development framework hereby adopted shall not
20 replace or supersede current street design standards established
21 by the City Engineer. Any deviation from current standards will
22 require specific approval of the City Engineer.
23 SECTION 4. Any violation of the terms of this Ordinance
24 shall be an infraction, subject to punishment under the
25 provisions of San Bernardino Municipal Code Section 1.12.010.
26 SECTION 5. The City Clerk, in conjunction with the
27 Planning Director, shall cause to be recorded in the Office of
28 the San Bernardino County Recorder, notice to all affected
