STAFF REPORT
In 1984, Resolution 4576 was adopted to sell property on Lugo Avenue to the YWCA.
The price was *25,610 <*5,000 for the property plus *20,610 as reimbursement for
roofing repairs that have been made by the Agency). The original terms of the
sale were for *500 to be paid through escrow and *24,610 to be paid in cash 90
days after the close of escrow. We received a *500 deposit.
Because the YWCA lacked funds, we were never able to complete the transaction and
the original eacrow lapaed. , Now, however, *4,500 from a capital campaign has
allowed the YWCA to send us a check that completes payment on the *5,000 portion
of the purchase price. They can also commit to regular payments to discharge the
reimbursement obligation of *20,610 plus an additional *8,594 owed for utility
bills and boiler repairs.
Staff and the Redevelopment Comm1ttee are recommending a DDA that would change the
terms to *5,000 down plus a non-interest bearing note for *29,204 to be paid at
*350.00 per month for seven (7) years.
Staff requests that you set a Joint Public Hearing for 11:00 a.m. on October 20,
1986 to consider the matter.

~he YWCA Board of Directors is following through with .scrow begun in February, 1984
for the purchase of the parc.l of land and those buildings currently under 49 year
l.ase by the RDA to the YWCA.

The YWCA has concluded the first y.ar of . five y..r community .ervice master plan.
A major .lement of this pl.n i. the renovation of faciliti.s, a decision based on
r.view by the newly formed Community Advisory Board which is made up of twenty-five
community l..ders. the YWCA dir.ctor. and the consultant working with the YWCA under
the au.pic.. of a grant from Th. JIUll.S Irvine Foundation. ~he YWCA is embarking on
. capital campaign to accompli.h this much n..ded renov.tion to provide better space
usage, . .afer environment and to improve .ppaarance and to increa.. program
enrollment. to allow for more cost-.ff.ctive programming. It will .lso correct a
major problem of establi.hing a new main entrance lo.t by the n.wly redesigned
S.ccombe Lake.

It is v.ry important for the YWCA to complete the purch.... a. it i. a well
r.cognized fact that many funding .ourc.s will not contribut. to a csmpaign for
capital funds for property own.d by a government.l ag.ncy. During the first year of
the YW'. Master Pl.n proj.ct we h.v. .xperi.nced . major incr.ase in volunteer
involvement by community l..ders. both men .nd women. Funding by the Arrowhead
United Way h.s been .pprov.d for 1986 .nd we .re building. much broader support
bese again .s part of the master pl.n.

OUr current financi.l situation is such that for a period of time the YWCA would be
.ble to make only the lowest payments. As w. aucc..d with our capital fund campaign
one goal ia to payoff the entire loan. ~his would, hopefully. h.ppen in 1987. I
underatand there may be other longstanding bills unpaid by the YWCA. Pleaae let us
know what th.ae .re ao that we can .ddress the .bility of the YWCA to clear these up.
