Hammock San Bernardino County Board of Supervisors County Civic Building 385 North Arrowhead Avenue San Bernardino, CA 92401 Dear supervisor Hammock, As Mayor of the largest City in San Bernardino county which represents 20% of the waste to enerqy "waste stream", I am unwilling to commit the City to a 20-30 year contract until many questions are answered, such as: the location of transfer stations, all future costs to the city, a final summation of the air quality in this basin, cost to our citizens, etc. I am familiar with the fact that we are fast running out of landfill in the valley. However, I'm wondering whether the alternatives have been fully explored. I realize that the landfills may be closed in the next two years that the waste must be transferred to the desert. But, there will have to be some sort of a landfill in the valley to continue to process the waste that cannot be handled in the Waste to Enerqy proqram. This is a very significant step for any city to commit its "waste stream" without a review of existing landfill sites to determine if they can be expanded under the State and Federal regUlations: to explore the Los Angeles Program doing a feasability waste to energy study by transporting their waste to the desert by railroad; and, to a waste to enerqy plant in the desert that may not have as stringent air quality regu- lations as one would in the valley. These and many other questions must be answered before I am willing to make a recommendation of committing this City to your program. Further, I must insist that my City Council have a full review of the Waste Energy Proqram in a workshop with techni- cal County employees and consultants. Hammock September 12, 1986 Page 2 understand the position that I must take and you must respect the position that I am taking in view of the fact that this is the second contractor whose plan has not been finalized since I have been in office. This appears to be a very important decision and the county must be in a position of leadership by giving the governing bodies of each of the cities ample input and information before such a decision is requested from them.
