Dear Councilman Hernandez,
The Highland-Delmann Heights Quality Water Supply Authority
met on the afternoon of September 16, 1986 in the offices of the
City Watef Department. The purpose of this meeting was to
discuss the status of activities related to the acquisition of
the Southern California Water Company's San Bernardino Division.
During the course of these discussions, the City
representatives put forth a proposal which may affect the
District's position on the costs for acquiring the Highland and
Delmann water systems. Given the current City proposal, it would
be inappropriate for the District to submit a final position at
this time.
If you should have any questions regarding this matter
please do not hesitate to contact me at the District office.

'1'he Committee requested that Larry Rowe, East Valley
Water District, submit a proposal in writing, with all
applicable back-up documents, as soon as possible since they
could not reach an accord with the Committee.
'1'he Committee directed that a meeting between Mr.
Schweitzer, Mr. Kersey, Mr. Wessel, Mr. Sabourin, Mr. Jeff
Kensel, Miller' Schroeder, and Mr. Ed pitzgerald, be held to
review various options and alternatives, and prepare a plan,
relative to the proposed acquisition of the Bighland-Delmann
Heights water system. The plan is to be brought before the
Committee for recommendations to the Council.
