Direct the Finance Director to encumber $15,000 for implementation of other Building and Safety recommendations. 3. Recommendation: l. Direct the revenues for $633,300 and $340,000. 2. Direct the Finance Director to encumber for implementation of other Building and recommendations. 3. Approve the recruitment and employment of two general building inspectors and one Code Compliance officer, and the purchase of materials, services, supplies and equipment to support the personnel. The legislative Review committee directed revenue estimated for the current year be reevaulated and a recommendation be brought back before the Council regarding funding of additional personnel. The analysis focused on the two primary sources of Building and Safety revenue; Building and Mechanical Permits. The analysis reviewed the growth of these funds, noting signif- icant growth in the last two quarters of fiscal year 19a5-a6. The estimates for this year, $Sa3,300 in Building Permits and $3l0,000 in Mechanical Permits are approximately $l20,000 less than actual revenues received last fiscal year. One of the primary concerns is the lack of control or identification of the external factors that cause local fluctuations in building activities. Our recommendations are based on conservative considerations of potential growth. Additionally the recommendations recognize the Proposition Four requirement that funds collected be used to provide departmental services. Finally, revisions to financial plans should occur at mid-year, and further review and analysis would be appropiate. with regards to actual staff increases, both the area of new construction and code compliance are in need. Certificates of Occupancy, Construction without permits, Open permits, and Mobilehome park inspections are all areas that, in part, can be helped through the employment of additional inspectors. 11 , I' o 85 o o o Given the limited resources, the most effective use of additional personnel is to provide both new construction and code compliance with new staff. These positions will provide one and one-half additional personnel to each area. This is accomplished through the hiring of two General Building Inspectors and one Code Compliance Officer. The second Building Inspector can be worked in both Code Compliance and also in New Construction. The increased staff will allow for additional time to be spent by all inspectors on Construction without permits, Certificates of Occupancy, Open permits, and Mobilehome inspections. The estimated cost of providing these services for the last six months of the fiscal year is $65,000 for the balance of the year. It should also be noted that the additional personnel identified in the origional analysis are still needed. F 1. INSPECTION DEMANDS ~ BUILDING & SAPETY DEPARTMENT - The Co~ittee recommended approval of recruitment and employ- ment of one to three new General Building Inspectors based on funds available. The Committee recommended that the City Administrator and Building & Safety Superintendent ~eview the request for Code Compliance Officers and Clerk Typist, the method of funding and present re~ommendation to the full Council. 2. CITY POLICY REQOIRING GARAGES ON REHABILITATION PROJECT and 3. ORDINANCE ADDING MC SECTION lS.Oa.OlO REQOIRING GARAGES OR CARPORTS ON REHABILITATION PROJECTS. The Committee discussed the issue and recommended that the City Attorney, Building & Safety Supervisor and Planning Director meet and bring their recommendations to the full Council. i 4. TOWING ABANDONED VEHICLES - The Committee received an oral report from Fire Chief Newcombe and Lt. Thomas from Police Department regarding the problem. The Committee determined that no solution is presently available, that avenues for solution are being addressed. A document is to be provided to Council updating the status. Mr. Greg Garcia will provide Council a staff report to include a recommenda~, tion from Councilman Hernandez. The Committee recommended a resolution be sent to the state legislature and individual, legislators addressing the magnitude of the problem and th~ urgency of a solution. S. REQUEST FOR WAIVER OF STORM DRAINAGE FEES - TRACT NO. l0979, EAST OF PINE AVENUE AND NORTH OF IRVINGTON AVENUE - Item continued. REQUEST TO CONTINUE DEVELOPER FEE PROGRAM - SAN BERNARDINO UNIFIED SCHOOL DISTRICT - The Committee recom- mended and San Bernardino School District personnel concurred that due to pending state legislation, the present fees and policy would remain the same until the first mee~ing in January. i 7. EXEMPTION OF SCHoorl IMPACTION FEES BY LAND TECH. INC. - ATTY. GARY W. SMITH - The Committee referred the item back to Council for a review of new information and a deter- mination on whether to hear the issue and if so, set date and time certain for said hearingj .
