'86 <;"~ 1~ A8 ''''8. -,-'::> 'J 14 September- 1986 To the Mayor- and Common Council, ~ On the 5th of September- 1986 the Boar-d of Building Commissioner-s voted to abate a pub I ic nuesance on my pr-oper-ty at 571B Nor-th 'D' Str-eet (pr-oject 12514). The nuesance is the r-econstr-uction of our- home. I would like to appeal that decision to yoU and your- council for- the following r-easons. Fir-st of all this matter- has been on going since the Panor-ama Fir-e in 1980, so details pr-ior- to the September- 5th Boar-d of Building Commissioner-s meeting ar-eon public r-ecor-d, which you have access to. At the last City Council meeting, which was the day Mayor- Wilcox star-ted, my case was dismissed. I had a loan package in my possesion and r-econstr-uction had alr-eady star-ted. The day I pour-ed the slab, the pr-oper-ty was posted by the Building and Saftey Depar-tment. At the Boar-d bf Building Commissioner-s meeting I was given 90 days to show pr-ogr-ess. The pr-oper-ty was posted again at the end ~f August for- a show cause to the Boar-d of Buildi'ng Commissioner-s on September- 5th. At that meeting I was asked why the house was not completed? My under-standing was .pr-ogr-ess. at the pr-ior- metting. I explained what pr-ogr-ess had taken place in the last 90 days. This was unacceptable to them. I bel ieve that the Boar-d of Building Commissioner-s do not want to be bother-ed with tr-ivia and enjoy passing the puck to someone else. I assur-e yOU the r-econstr-uction of our- home is not tr-ivia, but ver-y ser-ious to us. The planned constr-uction after- the slab was pour-ed is 21 concr-ete tilt-up wall panels, which ar-e the main floor- inter-ior- and exter-ior- walls. Each wall had to be dr-awn out, after- measur-ements fr-om the new slab wer-e taken, and engineer-ed for- pick points. Since the panels ar-e to be pour-ed at the job site, the cor-r-ect location on the site had to be chosen for- the cr-ane to maneuver- for- tilt-up and placement. Since it's a one time event for- the cr-ane to place the walls tr-ue and plum the fir-st time, the only way to assur-e this is to br-ace each wall and install the second floor- joists, which have to be on the job site at that time. Since the second floor- ventalation system is installed in the floor-, car-e had to be taken on the placement of the ducting as to not penitr-ate a joist or- beam. With the pr-esent joist layout and beam location, this was not possible. So I have contr-acted the Tr-us Joist Cor-por-ation in '~t.. Q~\\~ ./!rl o o o o 1 Chino for calculation and construction of floor trusses. Upon the initial bid by the Trus Joist Corp., replacement of the joists for trusses was possible, but much more costly. With re-evaluation of the house plans, it was found that the original design had the second floor, on the west side, cantilevered out 3 feet. Then at a later date, the main floor west wall (Kitchen/dinning> was brought out to be in line with the second floor wall, which el iminated the cantilever. However the floor joist pattern was not changed for some reason at that time. Upon further inspection and counsultation with a civil engineer at Joe Bonidaman and Associates. It was decided that th. layout could indeed be revised to provide a strong and to the UCBC as well as cost savings layout for the floor trusses. At the present, I have submitted engineering cales from Joe Bonidaman and Associates for some beams to the Trus Joist Corp in Chino. Their engineers are worKing on the trus and beam cales and shou I d have them bacK by Sep hmber 19 for me to submit to the Building and Saftey for approval. I can not stress enough the concern we have for completing our construction. This is not an idle project and we want it finished as well as everyone else. Once the main floor walls are up, things should go quicKer. There will be more sub-contractors lnvolved. I sincerely hope you can see your way clear to allow us to continue reconstructing our home and help el iminate these costly delays and aggravations that are totaly unproductive. Sincerely, Ted D.
