I was requested to research the time the plans for this unit have been in
Building and Safety. .
We received the plans on June 10 of this year., A copy was sent to Engineering
at the same time. We have completed our check of the plans. Clearance was re-
ceived for school fees on August 1a.'
We have not received the plans back from Engineering to date.

BE: Revised construction plans
Dear Mayor and Members of the City Council:
My hueband, Joe D. Miles, and I are owners of the property at 1420 Dillson Road.
This is a corner lot witb garage access off Camillia Drive.
In the spring of 1960 we hired a contractor to extend the garage area
approximately 18 feet west (toward Camilia Drive). These plans included an
extension of the roof to match that of the existing roof. They were accepted by
the City Planning and/or Building and Safety Department and work proceeded.
The garage walls and roof had been completely framed, ready for lath, plaster
and tile when suddenly we were visited by someone from the Planning.' Department
bearing a "stop order".
It seems that this roof extenaion could potentially obstruct the view from
possible construction on the vacant lot due north of our property line.
As the value of any hillside property lies primarily in its access as a new lot,
we were told that this garage extension would cause a poasible devaluation in
the property to the north. Therefore, either our extension stood a chance of
being rescinded, or we could radically change the roof pitch and direction and
accommodate our neighboring property owner. We chose the latter.
After many visits by our contractor with City Hall, the west-facing garage entry

The profile, as shown in the originally approved plans, was changed to

I do believe that the revised plans were agreed upon by the City Department and
our contractor in a simplified form ~ subject to on-site inspection. I can only
tell you that I was here when the atructure was changed and finally approved.

to know about the proposed site of a new house to be built at
4197 Terracita Drive by Dale and Susan Arrieta. The extreme

northern location would destroy the privacy and view of the
33 year-old home at 4200 Camellia Drive owned by Dip and Nancy
Sidhu. We oppose the ruin of this lovely property and hope
you will take some action to.prevent it.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO RELATING TO REVIEW
OF PLANS FOR SINGLE-FAMILY DWELLINGS WITHIN THE FOOTHILL AREA.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION I. Recitals.
l. The Mayor and Common Council of the City of San
Bernardino have heretofore adopted ~ Ordinance requiring a
review of plans for single-family dwellings within the foothill
area.
2. Said Ordinance provided that design standards shall
be promulgated for preservation of mountain valley views in the
foothill area.
SECTION 2. Desian St~dards.
Development plans for single-family dwellings in the
foothill area shall provide the following:
l. The maximum retention of sun and light exposure,
views, vistas, ~d privacy.
2. The preservation of existing views and scenic vistas
from unnecessary encroachments by structures and appurtenances.

ORDINANCE OF THE CITY OF SAN BERNARDINO REQUIRING A REVIEW
OF PLANS FOR SINGLE FAMILY DWELLINGS WITHIN THE FOOTHILL AREA.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO OnDAIN AS FOLLOWS:
SECTION l. Review of Plans - Single Family.
A. The Planning Department shall establish and utilize
procedures pursuant to San Bernardino Municipal Code Section
19.77 for the review and approval of plans to expedite processing
of applications for development' and improvement of single family
dwellings on Jvacant existing lots of record in the foothill
area; the foothill area is described as that area bounded on the
west by Electric Avenue, on the south by Fortieth Street and
Fortieth Street extended east to the City limits, and on the east
and north by the City limits.
B. The purposes of the review of plans are to ensure:
l. The compatibility of such development and
improvements with existing surrounding single family residences;
2. The preservation of mountain and valley views for
existing and future residences; and
3. The protection of the values of such residences.
SECTION 2. Applications - View Criteria.
A. All pending applications and applications filed
hereafter for foothill area development permits shall be subject
to design criteria for the preservation of mountain and valley
views in the foothill area. Such design standards shall be
promulgated by the Mayor and Common Council.

B. Pending-development applications for the foothill area
