STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Monday, 9-8-86.
A total of 2 bids were received, in the amounts of $77,458.75 and
$88,969.00. The low bid of $77,458.75 is 20.7% over the Engineer's Esti-
mate of $64,152.00.
Listed below is an estimate of the total project cost, based upon
the actual low bid price:

An initial amountof$10,OOO.00 was allocated in the 1985/86 Street
Construction Fund Budget, with $63,800 in supplemental funds provided in
the 1986/87 Budget. The developer of an adjoining parcel paid an amount
of $11,500 for a total amount available of $85,300.00.
No source of the necessary supplemental funding, to cover the esti-
mated engineering/inspection costs and any contingencies, can be identified
at this time. However, as the fiscal year progresses available balances
typically occur on completed projects. It is expected that sources for the
necessary supplemental funding will be identified by the time this project
is completed.
Bids for this project were first opened on 7-15-86. Only 1 bid was
received, in the amount of $82,155.00. This bid was rejected, due to the
lack of competition and the fact that it was 28.1% over the Engineer's Esti-
mate.
After the bid opening, the 2 bidders expressed a concern about
controlling traffic and coordinating with Caltrans. The lack of interest
(only 2 bids) indicates that contractors are busy and would prefer not to
deal with a difficult project such as this one.
This represents our last opportunity to have these improvements com-
pleted by Thanksgiving. We do not feel that a more favorable bid could be
secured by re-advertising. Therefore, we recommend that a contract be awarded
to the low bidder.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRAC
TO REDLANDS PAV lNG, INC. FOR WIDENING OF SECOND STREET, FROM
ROUTE 1-215 FREEWAY TO "G" STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 0
SAN BERNARDINO AS FOLLOWS:
SECTION 1. Redlands Paving, Inc. is the lowest responsible
bidder for construction of a public project, to-wit: Widening of
Second Street, from Route 1-215 Freeway to "G" Street, in
accordance with Plan No. 6a90, for the total amount of $77,4Sa.7S.
and a contract is awarded to said bidder accordingly for the Base
11 Bid, but such award shall be effective only upon the contract

being fully executed by the parties; all other bids therefor are
hereby rejected; and the Mayor is hereby authorized and directed
13
to execute said contract on behalf of the City; a copy of the
14
contract is attached hereto, marked Exhibit "A" and incorporated
15
herein by reference as fully as though set forth at length.

SECTION 2. Th is con tra ct a nd any a mendmen ts or mod ifi ca-
tions thereto shall not take effect or become operative until
18
fully signed and executed by the parties and no party shall be
19
obligated hereunder until the time of such full execution. No
20
oral agreements, amendments. modifications or waivers are
intended or authorized and shall not be implied from any act or
ourse of conduct of any party.
