STAFF REPORT
At their August 18, 1986 meeting, the Mayor and Common Council approved the reinstate-
ment of funding for the Social Service programs at the 1985-86 level on a month to
month basis for a period of three months, until further direction from the Council.
Funding will include the Boys' Club, Family Service Agency, Merri-Mixers, Frazee
Center, Rolling Start and the four programs of Casa Ramona, with funds to come from
1985-86 CDBG Contingency Account.
Following is a summary of funding requirements for the three (3) months period July-
September 1986:

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AMENDMENT TO AGREEMENTS WITH THE BOYS' CLUB OF
SAN BERNARDINO, INC., FAMILY SERVICES, MERRI-MIXERS, FRAZEE
COMMUNITY CENTER, ROLLING START, INC., AND CASA RAMONA, INC.,
RELATING TO A REINSTATEMENT OF FUNDING FOR THESE SOCIAL SERVICES
PROGRAMS AT THE 1985-1986 LEVEL ON A MONTH-TO-MONTH BASIS FOR
A PERIOD OF THREE MONTHS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
hereby authorized and directed to execute on behalf of said City
an Amendment to Agreement with Boys' Club of San Bernardino,
Inc., Family Services, Merri-Mixers, Frazee Community Center,
Rolling Start, Inc., and Casa Ramona, Inc., relating to a
reinstatement,of funding for these social service programs at the
1985-1986 level on a month-to-month basis for a period of three
months, copies of which are attached hereto, marked as Exhibits
"A" through "G", respectively, and incorporated herein by
reference as fully as though set forth at length.

(Community Service Organization)
THIS AMENDMENT TO AGREEMENT is entered into effective as of
July 1, 1986, at San Bernardino, California, between the
CITY OF SAN BERNARDINO, a municipal corporation, referred to as
"City", and BOYS' CLUB OF SAN BERNARDINO, INC., a nonprofit
community service organization, referred to as "Service
Organization".
City and Service Organization agree as follows:
1. Recitals.
A. City and Service Organization entered into an
agreement on November 15, 1984, relating to providing space for
programs benefiting the youth of the community.
B. City and Service Organization now desire to amend
the agreement to provide for a month-to-month extension of the
Agreement pending further action of the Mayor and Common Council.
2. Amendments.
A. The term of the agreement is extended month-to-month
commencing July 1, 1986, and continuing to such date as may be
determined by the Mayor and Common Council.
B. City shall pay to Service Organization actual costs
not to exceed ONE THOUSAND FOUR HUNDRED TEN DOLLARS ($1,410.00)
for any month during which this amendment continues in effect
upon presentation to the City of an invoice itemizing the
expenses incurred by Boys' Club of San Bernardino, Inc., for
operation of the above-cited programs. City shall forthwith make
payment to the Boys' Club of San Bernardino, Inc.

AMENDMENT TO AGREEMENT

THIS AMENDMENT TO AGREEMENT is entered into effective as
of July 1, 1986. at San Bernardino, California, between the
CITY OF SAN BERNARDINO, a municipal corporation, referred to as
"City", and FAMILY SERVICE AGENCY, a nonprofit community service
organization, referred to as "Service Organization".
City and Service Organization agree as follows:
1. Recitals.
A. City and Service Organization entered into an
agreement on November 15, 1984, relating to counseling and mental
health services, transportation to and from medical appointments,
assistance with social security problems, home problems, etc.,
for senior citizens.
B. City and Service Organization now desire to amend
the agreement to provide for a month-to-month extension of the
Agreement pending further action of the Mayor and Common Council.
2. Amendments
A. The term of the agreement is extended month-to-month
commencing July 1, 1986, and to such time as further action
may be taken by'the Mayor and Common Council.
B. City shall pay to Service Organization actual costs
not to exceed ONE THOUSAND NINE HUNDRED THIRTY DOLLARS AND FIFTY
CENTS ($1,930.50) for any month during which this amendment
continues in effect upon presentation to City of an invoice
itemizing the expenses incurred by Rolling Start for the
operation of the above-cited programs. City shall forthwith make
payment to FAMILY SERVICE AGENCY.

THIS AMENDMENT TO AGREEMENT is entered into effective as
of July 1, 1986, at San Bernardino, California, between the
CITY OF SAN BERNARDINO, a municipal corporation, referred to as
"City", and MERRI-MIXERS, a nonprofit community service
organization, referred to as "Service Organization".
City and Service Organization agree as follows:
1. Recitals.
A. City and Service Organization entered into an
agreement on November 15, 1984, relating to providing
transportation for the ambulatory developmentally disabled adult
with growth promoting experiences designed to achieve
normalization and to develop each individual's capacity through
community interaction, development of motor skills and social
awareness, and administration of the program.
B. City and Service Organization now desire to amend
the agreement to provide for a month-to-month extension of the
Agreement pending further action of the Mayor and Common Council.
2. Amendments.
A. The term of the agreement is exended month-to-month
22 . commencing July 1, 1986, and continuing to such time as shall
23 be determined by the Mayor and Common Council.
24 B. City shall pay to Service Organization actual costs
25 not to exceed TWO HUNDRED FIFTY-FIVE DOLLARS ($255.00) for any

27 presentation to the City of an invoice itemizing the expenses
28 incurred by Merri-Mixers for operation of the above-cited

THIS AMENDMENT TO AGREEMENT is entered into effective as
of July 1, 1986, at San Bernardino, California, between the
CITY OF SAN BERNARDINO, a municipal corporation, referred to as
"City", and FRAZEE COMMUNITY CENTER, a nonprofit community
service organization, referred to as "Service Organization".
City and Service Organization agree as follows:
1. Recitals.
A. City and Service Organization entered into an
agreement on November 15, 1984, relating to providing emergency
assistance of food, clothing, medical and referrals to
individuals in dire need.
B. City and Service Organization now desire to amend
the agreement to provide for a month-to-month extension of the
Agreement pending further action of the Mayor and Common Council.
2. Amendments.
A. The term of the agreement is extended month-to-month
commencing July 1, 1986,
and continuing to such time as

THIS AMENDMENT TO AGREEMENT is entered into effective as
of July 1, 1986, at San Bernardino, California, between the
CITY OF SAN BERNARDINO, a municipal corporation, referred to as
"City", and ROLLING START, INC., a nonprofit community service
organization, referred to as "Service Organization".
City and Service Organization agree as follows:
1. Recitals.
A. City and Service Organization entered into an
agreement on November 21, 1984, relating to providing the
following services to the deaf: a relay service; information and
a referral service, with up to date information; training on use
of T.D.D. and use of sign language.
B. City and Service Organization now desire to amend
the agreement to provide for a month-to-month extension of the
Agreement pending further action of the Mayor and Common Council.
2. Amendments
A. The term of the agreement is extended month-to-month
commencing July 1, 1986,
and to such time as further action
may be taken by the Mayor and Common Council.
B. City shall pay to Service Organization actual costs
not to exceed SIX HUNDRED FIFTY-TWO DOLLARS AND NINETY-EIGHT
CENTS ($652.98) any month during which this amendment continues
in effect upon presentation to City of an invoice itemizing the
expenses incurred by Rolling Start for the operation of the
above-cited programs. City shall forthwith make payment to
Rolling Start.

12 maintaining the Casa Ramona Center, including the coordination 0
13 existing services as well as new program development.
14 B. City and Service Organization now desire to amend
15 the agreement to provide for a month-to-month extension of the
16 Agreement pending further action of the Mayor and Common Council.
17 2. Amendments
18 A. The term of the agreement is extended month-to-month
19 commencing September 1, 1986, and to such time as further action
20 may be taken by the Mayor and Common Council.
21 B. City shall pay to Service Organization an additional
22 sum of TWO THOUSAND TWO HUNDRED FORTY DOLLARS AND FORTY-NINE
23 CENTS ($2,240.49) for any month during which this amendment
24 continues in effect upon presentation to City of an invoice
25 itemizing the expenses incurred by Casa Ramona, Inc. for the
26 operation of the above-cited programs. City shall forthwith make
27 payment to Casa Ramona, Inc.
28 3. Other Provisions. All other terms, conditions and

AMENDMENT TO AGREEMENT
(Drop-In Center)
THIS AMENDMENT TO AGREEMENT is made and entered into
effective July 1, 1986,
by and between the CITY OF SAN
BERNARDINO, a municipal corporation, ("City"), and CASA RAMONA,
INC., a Cal ifornia nonprof it corporation, ("Casa Ramona").
The parties agree as follows:
1. Recitals.
(a) City and Casa Ramona entered into an agreement on
August 18, 1983, for the operation of a drop-in center known as
"Ramona Drop-In Center" located at 1524 West 7th Street.
(b) The parties desire to amend the agreement to
provide for a month-to-month extension of the agreement pending
further action of the Mayor and Common Council.
2. Term. The term of the agreement is extended month-to-
month, commencing July 1, 1986,
and to such time as shall be
determined by the Mayor and Common Council.
3. Payment. During the term of this amendment, City agrees
to pay to Casa Ramona actual costs of operation, not to exceed
the sum of $1,348.00 each month in which this amendment is in
force, upon presentation to City of a monthly invoice itemizing
the expenses incurred by Cas a Ramona for, or to be incurred for,
the operation of the drop-in center, City shall forthwith make
payment to Casa Ramona.
4. Other Provisions. All other terms, conditions and
covenants of the agreement, as amended, shall remain the same and
be in full force and effect.
