Dept: Police Department Date: August 26, 1986 Synopsis of Previous Council action: NONE Recommended moti,on: That the placement and funding of three (3) School Crossing Guards at the intersections of Lynwood Dr. at Victoria Ave., Lynwood Dr. at Belvedere Ave. and at Lynwood Dr. and Arden Ave., at an annual cost of $6,606.25 be approved. EMERGENCY JUSTIFICATION Because of the emergency nature of these positions, Council is requested to approve Crossing Guard positions to start work pending successful completition of their pre-employment physical exams. Agenda Item No,~ CI4), OF SAN BERNARoQO - REQUQy FOR COUNCIL ACQoN STAFF REPORT The need for a School Crossing guard at the intersections of Lynwood Dr. at Victoria Ave., Lynwood Dr. at Be1evedere Avenue and Lynwood Dr. at Arden Ave. was recognized upon the opening of the Indian Bingo Facility which resulted in an increase in vehicular traffic. A public hearing was held and the matter reviewed by the Traffic Safety Advisory Committee. A recommend- ation was made to place guards immediately at the three (3) listed locations upon the opening of the 1986/87 school year. The intersection of Lynwood Dr. at Victoria Ave. is entirely within the City of San Bernardino. The intersection of Lynwood Dr. at Belvedere is only 50% within the City of San Bernardino and the rest in the County of San Bernardino. The intersection of Lynwood Dr. and Arden Ave. is only 25% in the City of San Bernardino and 75% in the County of San Bernardino. The City of San Bernaridno would pay 50% of the guards salary at Lynwood Dr. and Belvedere Ave. and 25% of the guards salary at Lynwood Dr. and Arden Ave. The County of San Bernardino would pay 50% of the guards salary at Lynwood:Dr. and Belvedere Ave. and 75% of the guards salary at Lynwood Dr. and Arden Ave. See attached memorandum Supplemental Council Agenda Justification: Eligibility list established August 25, 1986. Date July 25, 1986 File No. 13.84 ./ ----" Date Please be advised that it will be necessary to prepare a Council Agenda item requesting funding for three additional crossing guards for Belvedere Elementary School. The need for additional school children traffic safety control was precipitated by the opening of a high-stake Indian Bingo Parlor at the North end of ~ictoria Avenue and the resulting increase in traffic volumes. The concerns had been discussed at the 7/16/86 public hearing at the Serrano Junior High School, and were further reviewed by the Traffic Safety Advisory Committee at thei r 7/23/86 special meeti ng. The Traffic Safety Advisory Committee recommends that the Police Department request budget allocation to fund three additional crossing guards for Belvedere Elementary School, two at the intersections of Victoria/Lynwood, Belvedere/Lynwood, and the third to be utilized at either the intersection of Arden/Lynwood or at the dip upon further evaluation at the next Traffic Safety Advisory Committee meeting.
