BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION l.
The Redevelopment Agency of the City of San
Bernardino does relinquish all community development
responsibilities of the Community Development Division of the
Redevelopment Agency of the City of San Bernardino to the City of
12 San Bernardino, effective immediately.

The community development
responsibilities include all activities funded by the Community
Development Block Grant program, including all administrative
aspects thereof.
In addition, Agency shall contract with City to
have the Community Development Division handle beautification\
housing and grant writing activities for the Agency on the terms
specified in such agreements.
19 SECTION 2. All personnel presently assigned to the
20 Community Development Division of the Redevelopment Agency of the
21 City of San Bernardino are hereby terminated as employees of the
22 Community Development Commission of the City of San Bernardino,
23 with the City of San Bernardino to assume all of their
24 outstanding benefit accruals, at the same salary level, the same
25 range and step of the salary level, with credit to be given for
26 all times of service heretofore earned or accrued by the
c:> 27 employees within the Redevelopment Agency of the City of San
~ Bernardino, and with full credit for sick leave accrual, and

Bernardino to implement a smooth transition of function,
of San Bernardino to the City of San Bernardino, and shall
arrange for transfer of funds for which the Community Development
Division has been responsible, transition of employment records

appropriate revenue sources, in as expeditious a manner as
2 possible. Staff of the Redevelopment Agency shall report to the

SECTION 5.
This resolution shall be effective September l5,
1986.
The Executive Director of the Redevelopment Agency is

the City those three agreements between the Redevelopment Agency
of the City of San Bernardino and the City of San Bernardino

writing services, a copy of which said agreements is annexed
hereto as Exhibits 818, 828 and 83R, respectively.

3 THIS AGREEMENT is made and entered into effective as of the
4 day of September, 1986, by and between the
5 REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO, CALIFORNIA, a
6 public agency of the State of California, hereinafter referred to
7 as the -Agency,- and the CITY OF SAN BERNARDINO, a charter city,
8 hereinafter referred to as the -City.-
9 The parties do hereby agree:
10 1. Recitals.
11 (a) Agency has for some time performed housing
12 services as part of its regular activities, and desires that
13
these services be provided for the Agency by the City as
14 contractual services.
(b) City, through its Community Development
Division of the City Administrator's Office, is willing and able
to provide those services for the Agency.
2. Implementation.
(a) Services. Agency agrees to retain, and City
agrees to provide, the services of the Community Development
Commission of the City Administrator's Office to perform or have
performed all necessary services in connection with projects
undertaken by Agency, or being considered by Agency, in
connection with the housing program. City shall render in a
satisfactory manner all such services necessary and desired, and
shall confer when necessary with the Agency. The services to be
included are those set forth in Exhibit -l- attached hereto and
incorporated herein by reference.

1 (b) Compensation. Agency will pay to City the sum
2 of $84,000.00 annually, payable in monthly installments, for the
3 services rendered and to be rendered in connection herewith. In
4 addition, to provide funding for creation and establishment of an
5 ongoing housing program by City, Agency shall make available to
6 City the 201 housing set aside funds from the Tri-City
7 Redevelopment Project area, to be expended by City to meet the
8 requirements of state law for housing programs, which funds shall

be utilized to increase and improve the supply of low and
moderate income housing within the City of San Bernardino. Such

by either City or Agency upon thirty (30) days' written notice.

5 (2) Implement the Infill Housing Program.
6 (3) Administration, implementation and monitoring of
7 single and multi-family mortgage revenue bond program.
8 (4) Preparation of Housing Policies Report for single
9 family bond issues.
10 (5) Implement acquisition and rehabilitation for sale

program.
12 (6) Coordinate with Planning Department in determ~ning
13 number of single and multi-family housing starts in City.
14 (7) Implementation of various California Housing Finance
15 Agency (CHFA) and State Housing and Community Development
16 Department programs, including, but not limited to, the Rental
17 Housing Construction Program (RHCP), The Multi-Family Infill New
18 Construction Program, the self-help program and the
19 Rehabilitation Deferred Program.
20 (8) Maintain all appropriate records with respect to the
21 single and multi-family bond programs, single and multi-family
22 housing starts within the corporate boundaries of the City, and
23
CHFA and HCD-sponsored programs.
24 Budget of $84,000 payable in twelve (12) equal installments
25
of $7,000 per month.
26 In addition, the Agency will pass through to Community
27 Development Division of City that portion of the twenty-percent

1 (20%) set-aside derived from the TriooCity Redevelopment Project
2 area.
3 Agency shall continue to provide, pursuant to its existing
4 contractual arrangements, bond counsel services, financial

BEAUTIFICATION PROGRAM

4 City shall handle all facets of the Beautification Program
5 heretofore delegated to the Redevelopment Agency, including
6 acceptance and processing of applications, notifications to
7 Council/Commission members of proposed grants and loans,
8 preparation of all documentation required, and all administrative
9 actions relating thereto. The City Administrator or his designee
10 shall be authorized to render the services and make those
11 decisions relating to Beautification grants and loans heretofore
12 entrusted to the Executive Director of Agency.
13 For handling the remainder of the Beautification Program,
14 as presently authorized, Agency shall pay to the City the sum of
15 $3,796; in the event the Beautification Program is extended and
16 additional funds provided therefor, terms shall be negotiated
17 between the parties.

(b)
ComDensation. When and as services are desired
2 by Agency, the Executive Director shall issue a purchase order
3 for grant writing services if the expected cost is within her
4 contracting authority, or an agreement shall be negotiated on a
5 case-by-case basis for services expected to cost more than
6 $3,500.00. City shall provide such services on a basis to assure
7 full reimbursement of all costs incurred, including reasonable
8
9
overhead.
(c)
Termination.
This agreement may be terminated
10 by either City or Agency upon thirty (30) days' written notice.
