Recommended motion:
That the Mayor and Common Council approve the closure of 7th Street
and Victoria for the 16th of September Fiesta at La Plaza Park which is
requested by the Inland Empire Hispanic Chamber of Commerce. The streets
will be closed September 11 through 16.

Reference attached request from Mexican Chamber of Commerce
for perait to sell beer at the 16th of September Fiesta at La
Plaza Park during the period September 12, 13, 14, 1986.
The celebration is an annual occurrence and beer peraits have
been granted in previous years. Our recommendation is that
beer sales be terminated at 10:30 p.m. on September 12 and
13, and at 10:00 p.m. on September 14, 1986. Festivities of
the celebration are to be terminated each night at 11100 p.a.
Also attached to this aemo is a copy of the Appl ication/Per-
ait with Special Conditions for the use of La Plaza Park by
the Inland Eapire Hispanic Chamber of Coa.erce. The special
conditions are those that have evolved during the last
several years of this Departaent's involveaent with this
celebratio~Special Condition No. 11 deals with beer sales
and termination tiae of festivities. Please note your
approval/disapproval of the beer perait as stated above and
return to this office for further processing of the Facility
Use Application/Perait.

The Inland Empire Hispanic Chanber of Commerce requests the use of the P1acita
Park located at Seventh Street and Mount Vernon Avenue on September 11, 12, 13, 14,
and 15th., 1986 to celebrate the"16th. of September Fiesta."
~ the same time we also request the closure of Seventh Street at the east
side of Mount Vernon intersection East to the end of the park, and the closure of
Victoria Street at the east side of Mount Vernon intersection East to the end of
the park beginning on September 11th. Thursday at 12:00 noon until September 15th.,
Monday at 12:00 noon.

Perk will be open from 8:00 a.m. to 12:00 a.m.
CARNIVAL ACTIVITY
FRIDAY: 12:00 p.m. to 11 :00 p.m.
SIT. : 10:00 a.m. to 11:00 p.m.
SUN. : 10:00 a.m. toll :00 p.m.

ENTERTAINMENT ACTIVITY
FRIDAY: 5 :00 p.m. to 10 :00 p.m.
SAT. : 12 :OO'p.m. to 10 :00 p.m.
SUN. : 12:00 p.rn. to 11 :00 p.m.
BOOTH ACTIVITY -, BEER AND FOOD
FRIDAY: 12:00 p.rn. to 11 :00 p.rn.

We also request one-half truck load of palm fronds to decorate the booths
and palm trees for the Kiosko. A 1al"9( bin to be located at the east side of
the park on Victoria Street, including twenty (20) trash can for the ev.ent. And
last but nOt least twenty (20) picnic tables and ten (10) bleachers for the event.

This year we will hire our own personnel to keep the restrooms clean and well
supplied with paper supp1eis, and we will need a key to the supply room. We will
also need a key to the electrical panel to the Kiosko and park lights, as well as
the key to panel on the south side of the park for the booth facilities.
We will provide for our security after the park is closed for the night.
A conference has been held with the Parks and Recreation Department Director,
Ann Ramos and her personnel and Sgt. Quiroz, from the Police Department several
weeks ago, and as always they have committed themselves to assist us in everyway
possible towards the success of the Fiesta.
The"Cinco De Mayo" Fiesta drew approximately 6D,ODO persons to the park
and we are expecting a larger attendance for the 16th. of September. As you are
well aware our fiestas are free to the public and generate a goodwill for our city
and create an increase in business activity for our merchants in the area.
