BID SPEC: F-86-32
The proposed contract is for Security Guard Service for the Central Library. At
the request of the City Librarian appropriate specifications were prepared, pub-
lished and furnished to area suppliers of this service. The bid was publicly opened
and declared on 6/30/86. The following is a summary of bids received.

The bid exceeded the budget figure of $14,700.00. The City Librarian was contacted
and informed that the time frames requested in the bid package caused the budget
excess. All activity ceased on the bid package pending a revision of hours and a
determination by the Librarian. A revised schedule per memo dated 7/22/86 was
presented.
The apparent low bidder was contacted that the hours were reduced. The vendor was
asked if this would affect his bid. The vendor indicated a hourly rate was the sub-
stance of the bid and the same service would be provided reguardless of the reduced
schedule.
Radio $35.00/month x 12 months =
5.89 p/hr. x 200 hours = $1,178.00 month x
$ 420.00/year
12 months = $14,136.00/year.
TOTAL $14,556.00
Therefore the bid figure ($14,556) is within the budget limit ($14,700) and is recom-
mended for contract. Funding is from Library Security Svc. Expense 105-471-53155.

The Library has reviewed the bids received by the Purchasing Department
to obtain security guard service for the Feldheym Central Library during
FY 1986-1987. The Library concurs with the selection of Seibert Security
as low bidder and best suited to meet the requirements of our operation.
Seibert Securit~ also offers the flexibility to schedule more or fewer
staff and hours to meet the changing needs of the Library during the
course of the year. ~ ~ ~

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO SEIBERT
SECURITY SERVICE FOR THE FURNISHING AND DELIVERY OF SECURITY SERVICE TO BE
UTILIZED BY THE CENTRAL LIBRARY IN ACCORDANCE WITH BID SPECIFICATION
F-86-32.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER-
NARDINO WAS FOLLOWS:
SECTION I. Seibert Security Service is the lowest and best bidder for
the furnishing and delivery of security service in accordance witr Bid Spec-
ification F-86-32 for the total amount of $14,556.00; pursuant to this deter-
mination, the Purchasing Agent is hereby authorized and directed to issue a
purchase order for said security service to said lowest and best bidder;
such award shall only be effective upon the issuance of a purchase order by
the Purchasing Agent; and all other bids therefor are hereby rejected.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
Mayor and Common Council of the City of San Bernardino at a
meeting thereof, held on the
