The Mayor and the Common Counc i1 approved a reso 1 ut i on author i zing the execut ion
of an agreement between the City and Dr. Robert W. Miller to conduct psychological
exams for the Police Department pre-employment exam purposes.

STAFF REPORT
Dr. Robert Warburton Miller is currently providing Clinical Psychologist consulting
services to the City, as part of the police examination process. The applicable
contract has expired. The current cost of $125.00 per person examined will remain,
and we find the proposed charges reasonable in comparison to other persons providing
such services and are sat i sfied with the work performed by Dr. Mi 11 er.
Dr. Miller's services were not budgeted in the FY 1986-87 budget. However, excess
monies were provided for the Rangemaster. ,The budget provided $21,600 for the Range-
master but only $16,800 will be needed. This will allow us to pay Dr. Miller out
of the difference.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND
DIRECTING THE EXECUTION OF A FIFTH AMENDMENT TO AGREEMENT WITH
DR. ROBERT WARBURTON MILLER PROVIDING FOR A ONE-YEAR EXTENSION OF
~HE CONTRACT RELATING TO PSYCHOLOGICAL EXAMIN~TIONS FOR ~HE
POLICE DEPARTMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
hereby authorized and directed to execute for and on behalf of
said City a Fifth Amendment to Agreement with Dr. Robert
Warburton Miller providing for a one-year extension of the
contract relating to psychological examinations for the Police
Department, a copy of which is attached hereto as Exhibit "A" and
incorporated herein by reference as though fully set forth at
length.

FIFTH AMENDMENT TO AGREEMENT
(Psychological Examinations)
THIS FIFTH AMENDMENT TO AGREEMENT is made and entered into
effective the 1st day of July, 1986, by and between the CITY OF
SAN BERNARDINO, a municipal corporation, hereinafter called
"City", and DR. ROBERT WARBURTON MILLER, a licensed clinical
psychologist, hereinafter called "Miller".
City and Miller agree as follows:
1. Recitals.
A. City and Miller entered into an Agreement on May l5,
1979, a First Amendment to Agreement on April 21, 1980, a Second
Amendment to Agreement on April 6, 1981, a Third Amendment to
Agreement on December 6, 1982, and a Fourth Amendment to
Agreement on May 15, 1984 (hereinafter collectively called "the
Agreement"), relating to psy~hological examinations for the
Police Department.
B. The parties now desire to amend the Agreement to provide
for a one-year extension of its term.
2. ~. The term of the Agreement is extended for an
additional period of one year commencing July l, 1986, and
terainating June 30, 1987.
3. Other Provisions. All other terms, conditions and
covenants of the Agreement, as amended, shall remain the same and
be in full force and effect.
IN WITNESS WHEREOF, the parties have executed this Fifth
Amendment to Agreement on the
