Racommenlied motion:
That the concept of secondary use of Hillcrest Park
as a storm drainage detention facility be approved in
principle, and authorization granted for staff to work
with the subdivider of Tract No. 10260 in developing
final plans.

STAFF REPORT
Staff has been approached by the developers of Tentative Tract No. 10260,
located north of Hill Drive between Mayfield and "F" Streets, to consider a dual
usage of the City's Hillcrest Park. Meetings included personnel from both the
Engineering and Parks Divisions and concerned the usage of undeveloped area des-
ignated for Hillcrest Park as a detention basin for short periods during storms.
In order to meet the downstream mitigation recommendations by the Flood
Control District, the developer would like the City to consider allowing portions
of the park to be used to detain storm waters for short periods during the peak
of the storm and release waters into Hill Drive in a controlled manner. In con-
sideration for this use, the developer' has indicated a willingness to grade,
plant, fence and make other improvements as deemed necessary.
By allowing the dual usage, the City can have the park developed, in
part, at no expense. Staff would work with the developer to establish criteria
for the design that would allow the dual usage without adverse impact on the
park itself and to insure downstream storm protection.
The park would look and be used as a park, except during major storm
events, when it would detain waters for a few hours after the storm passed.
Staff is requesting Council approve the concept of dual usage and
authorize further investigation and review of design concepts submitted by the
developer.
