CI'IO OF SAN BERNARDI()o - REQUE()" FOR COUNCIL ACQ)N STAFF REPORT The plans, specifications and estimate for the subject project have been prepared by the Engineering Division, reviewed by the County, and the project is ready to be advertised for bids. The project consists of rehabili- tating ,the existing pavement on 40th Street between Kendall Drive and Electric Avenue. This is a cooperative project between the City and County of San Bernardino subject to the terms of a Cooperative Agreement signed by the Mayor Qn March 5, 1986. Listed below is the estimated total project cost: County City Share Share Total 29.2% 70.8% 100% Construction Contract 33,105 80,270 $ 113,375 Engineering & Inspection (10%~) 3,307 8,018 11,325 Sub-Total $ 36,412 $ 88,288 $ 124,700 Contingencies (l5%~ ) 5,460 13,240 18,700 Total $ 41,872 $101,528 $ 143,400 The total estimated cost of $143,400 is substantially less than the original estimate of $320,000. After testing, it was determined that most of the existing pavement, which was originally planned to be removed, is sound and should remain as base for the new paving, resulting in a 50% cost savings. Under terms of the Cooperative Agreement, prior to award of contract, the County will deposit 90% of its share with the City and will pay the balance upon completion and acceptance. The County's final share of the cost will be determined after project completion and will be based on actual cost of the work within the unincorporated area. The City will be responsible for contract administration and inspection. The source of funding for this project is SB 300. This project was jOintly recommended by the Directors of Public Works and Public Services, and approved by the Mayor and Council, as the No.1 priority to receive S8 300' fundi ng. An amount of $226,700, as the original estimate of the City's share, has been allocated under Account No. 242-362-57316, to finance cost of this rehabili- tation. We anticipate that only $101,528 of this amount will now be needed to meet the City's obligation to this project.
