Synopsis of Previous Commission/Council ection:
On Hay 7, 1984, the Community Development Commission adopted Resolution
Number 4607 which authorized the Commission Chairman and Secretary to
enter into and execute an agreement with National Development Council for
consultant services.

STAFF REPORT
The CollllllUIl1ty Development C~ssion previously contracted with the National
Development Council for consultant services in ~he following areas:
a) Industrial Development
b) Commercial Revitalization
c) Community Development Float Financing
d) Saall Businesa &~m1ftistration Section 504 Financing
e) AIIsist in the preparation and negotiatioUB of Urban Development
Action Grants with BUD.
That agreement upired in May, 1985.
The scope of services noted above would be supplemented by the prov1aion of
creative fiD&ncina services, a..istina in the development of the Central City
South development project linlting Central City Mall with Inland Center and
assisting the UDAG application and creative financing processes for the
supermarket at the northeast COrDer of Baseline and Muscott Street in the
Northwest Redevelopment Project Area.
Stsff recommends adoption of the resolution which would authorize the Chairman
and Secretary to enter into and ezecute an agreeJIent with National Development

BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF SAN BERNARDINO AS FOLLOWSI
7 SECTION 1. The Chairman and Secretary of the Community
8 Development Commission of the City of San Bernardino are hereby
9 authorized and directed to ezecute an Agreement for consultant
10 services between the Community Development Commission and The
11 National Development Council. Inc. A copy of said Agreement is
12 attached here to as Exhibit -1- and incorporated herein by this
13 reference as though fully set forth at length.

CONTRACT FOR SERVICES
THIS AGREEMENT, entered into as of the first day of
August, 1986, by and between the Community Development
Commission and THE NATIONAL DEVELOPMENT COUNCIL, INC., a not
for profit corporation, organized and existing under the laws
of the State of New York (hereinafter referred to as the
"Contractor").
WITNESSETH
WHEREAS, the Community Development Commission is
undertaking E~oonomic activities pursuant to the Housing and
Community Development Act of 1974, Public Law 93-383; and
General Economic Development Activities, and
WHEREAS, pursuant to such Act, the Community Development
Commission is undertaking certain activities necessary for the
planning or execution of an Economic Development Project; and
WHEREAS, the Community Development Co~mission desires to
engage the Contractor to render certain technIcal advise and
assistance in connection with certain undertakings.
NOW, THEREFORE, the parties hereto do mutually agree as
follows:
1. Scope of Services: The Contractor shall perform all
of the necessary services under this Contract in con-
nection with and respecting the following:
1. Assist in City Industrial Development.
2. Assist in Commercial Revitalization.
3. Assist in Community Development float financing.
4. Assist in Small Business Administration Section
504 financing.

5. Assist in other creative financing utilizing
federal agencies and other nonprofit vehicles.
6. Assist in the negotiation of UDAGs with HUD.
2. Time of Performance: The services of the Contractor
are to commence on August 1, 1986, and shall be undertaken and
completed in such sequence as to assure their expeditious
completion in the light of the purposes of this Contract.
3. Compensation and Method of Payment: The Community
Development Commission will pay to the Contractor the amount
of $50,000, which shall constitute full and complete
compensation for the Contractor's services hereunder.
Such sum will be paid in the following manner, in
every case subject to receipt of a requisition for payment
from the contractor.
(a) $4,166.67 a month payable at the beginning of
each month.
4. Terms and Conditions: This agreement is sUbject to
and incorporates the provisions attached hereto as Part II -
Terms and Conditions (Form H-621B) and Contract for
Professional Services, Community Development Program, Part II,
Terms and Conditions Form 6/77.
5. Notwithstanding the provisions of Paragraph 3 above, this
agreement may be terminated at any time by either party upon sixty (60)
days' notice in writing. This agreement shall continue in effect beyond
August 1, 1987, at the monthly rate of $4,166.67, until terminated
under the provisions of this paragraph or until amended.
