L ' - . . 4- CiTAF SAN BERNARDlrR - REQUEQ FOR COUNCIL ACT~ " c STAFF REPORT Under the provisions of Assembly Bill 265 adopted September 1985, the Aaency is required to set aaide twenty percent (20%) of the taz increment received from project areaa adopted prior to 1977 for use in increasiDg and iaproving the City's supply of low and moderate income housing. These project areas include "Central City North", "Central City West", "State College", aud "South East Industrial Park". However, the . Aaency may reduce the amount set aside from these pre-1977 project areaa if it finds that the tax increment is needed to fund exiatiD& proarllllls, projects and activities and ex1atiDg obligations which were in place on or before December 31, 1985. On December 23. 1985, the C~ity Development Commiasion adopted Resolution 4830 eatablish1Dg which progrllllla, projecta, activities and obligations were or would be in place on or before December 31, 1985. Assembly Bill 265 further requirea a Public HeariDg be conducted prior to September 30, 1986, in establiahiDg these ex1atiDg programs, projecta, activitiea and obligations. On December 23. 1985, the Community Development Commission directed staff to conduct the Public HeariD& in June aa part of the budgetiD& proceas. On June 16, 1986, the Community Development Commission took action to continue the Public HeariDg to June 16, 1986. On July 21, 1986, the Community Development Collllllission took action to continue the Public Hear1n& to August 18, 1986. to Attached and labeled aa Exhibit "A" is the Statement of ExiatiD& Projects, Programs and Activities. Alao attached and labeled Exhibit "B" is the Statement of Existing Obligations. Due to the lIIIIOUllt of debt incurred before January 1977, in the previously mentioned four (4) project areas, there is no IIOney to aet aside.
