Synopsis of Previous Commiaion/Councll ection:
On November 4, 1985, the Mayor and Common Council approved and adopted Ordinance Mc-480,
establishing incentives to be granted certain businesses and certain residential construction
within the Enterprise Zone.
On November 4, 1985, the Mayor and Common Council approved and adopted Ordinance MC-48l,
establishing incentives to be granted certain businesses and certain residential construction
declaring the urgency thereof.
On July 7, 1986, the Mayor and Common Council approved in principle that the Westcom Development
site be authorized to receive the benefits and incentives identical to those associated with
the benefits and incentives of the commercial subareas of the Enterprise Zone.
On August 4, 1986, the Mayor and Common Council approved changes to Chapter 3.18.060 of the
Municipal Code relating to rebates in the industrial area of the Enterprise Zone. The Mayor
and Common Council also aDDroved the 2rantin2 of incentives to Westcom Development and amended
the commercial zone of the Enterprise Zone accordingly.

Approve the following form motion.
That vacant parcels zoned for multifamily residents which otherwise qualify as infill hpusing
sites and are within the boundaries of priority areas numbered 1, 2, 3, 4, and 5, within
the Enterprise Zone be included as part of the City's Infi11 Housing Program and the Enterprise
Zone Incentive Ordinance be amended accordingly.

STAFF REPORT
lnfill Housing
On October 14, 1985, the Mayor and Common Council adopted Resolution No.
85-405 approving the establishment of the City's Will Housing Proaru and
set aside $2 million from the City's 1985 Single Family Mortgage & Revenue
Bond Allocation to provide permanent f1nancing for the infill hOlIeS. Agency
staff were directed to develop an infill housing program and implementation
strategy for council approval.
Since that time, the program and implementation strategy has been approved by
the Mayor and Common Council. Additionally, staff was recently lDstructed to
develop and issue a request for proposals (UP) for the purpose of inducing
additional developers to participate in the program. (An item elsewhere in
the agenda is submitted for your consideration in this regard).
During the RFP proces,s, several potential respondents brought it to the
attention of staff that the program specified single fUily dwelling units,
whereas a naber of vacant parcels that would ordinarily qualify for lDfill
assistance are zoned for multifamily construction. This significantly reduces
the posll1bility of development if developers were required to construct single
family detached dwelling units on parcels zoned for multifamily development.
The Redevelopment Committee has taken the position that if the project
otherwise qualifies for infill assistance but for the R-l zoning, the current
zoning shall apply. Agency Counsel advises, however, that Ordill8Dce Nos.
MC-480 and MC-48l must be amended in order to accomplish multifamily
construction in the lnfill Housing Program.
Attached to the staff report is a letter from San Bernardino Un1f1ed School
District that supports the exemption of infill apartment units up to a lIl8J:im\lDl
of four (4) unita.
On August 4, 1986, the Mayor and Common Council considered this matter and
continued the item to August 18, 1986. Staff recOllllllends approval of the
amendments to Ordinances Nabered MC-480 and MC-48l.

Through this letter I am responding to the notification of a public hearing
to be held August 4, 1986, regarding proposed amendments to the City's infill
housing program.

Several questions came to mind regarding the proposed amendment. I have tried
to contact Mr. Msurice Oliva, however, he has been unavailable due to jury duty,
The questions that I have are as follows:
1. The anticipated number of multi-family projects through this program.
2. The maximum number of apartment units anticipated for anyone vacant lot.
The San Bernardino City Unified School District does not object to the proposed
amendments providing that the following conditions be met:
1. That a reasonable number of multi-family apartments be constructed so as not
to adversely impact our schools capacity to provide services.
2. That any multi-family project be limited to a.four-unit capacity.
The San.Bernardino City Unified School District supports the current infill
program as a method of providing affordable housing for city residents, however,
the potential for school impaction should be carefully weighed in the planning of
the. project.
