Parcel Map No. 10104, a proposal to subdivide approximately
.82 acre into two residential lots and located on the east
side of Pennsylvania Avenue, approximately 344 feet north of
the centerline of Baseline Street, was reviewed by the
Planning Commission at their regular meeting of August 5,
1986. At this meeting, Mr. Carl Clemons, Chairman of the
Northwest Project Area Committee, questioned the Planning
Commission as to why two Building Permits had been issued to
the parcel in question if the subdivision had not yet been
approved by the Planning Commission.
Mr. Clemons was informed that staff had looked into the
matter and had, in fact, determined that two Building Permits
bad been issued to the one parcel. He was also informed that
one of the Building Permits had been revoked. It was Mr.
Clemons' opinion that the developer on this case, Triple H
Ranch, was not showing good faith on his part by proceeding
with development prior to proper approval and that this was
the modus operandi. Mr. Clemons explained that there were
several people present in the audience who wished to explain
some of the problems experienced by them with the developer,
Triple H Ranch, on the adjacent tract to the north ("Mud

After reviewing the testimony presented, the Commission felt
concern for the individuals but recognized the fact that most
of the testimony that was presented involved inspections and
posslble Building Code violations and the Commission felt
that it was an item that needed to be addressed by the
responsible departments. On a motion from Commissioner Shaw,
seconded by Commissioner Nierman and unanimously carried, the

Commission moved to formally refer the matter and all written
concerns to the Mayor and Council and to continue Parcel Map
No. 10104 to August 4, 1987.
