CI"o OF SAN BERNARDIO - REQUEOT FOR COUNCIL AC'O)N STAFF REPORT The proposed purchase order is for various sizes of automotive batteries to be utilized by the Central Garage Department in all city vehicles. Batteries are stocked in the Central Store Warehouse as an inventoried item and drawn by the Garage Department on an as needed basis. Estimated total quantity required is 497. At the request of the Central Stores Department, in coordination with the automotive superintendent, specifications were prepared, published, and furnished to vendors. Ten (10) vendors were sclicited, three (3) bids were received. The following is a summary of bids received. The estimated requirements by battery size are as follows: QUANTITY BATTERY SIZE TOTAL COST-TAX INCLUDED 8 U-1 $ 194.62 4 GRP-2 $ 122.75 100 GRP-4H $ 3,174.70 125 GRP-24C $ 3,438.37 90 GRP-27C $ 2,952.63 50 GRP-27F $ 1,640.35 20 GRP-8D $ 1,694.94 60 GRP-30H $ 2,222.82 40 GRP-56 ~ 1,524.28 TOTALS 497 $16,965.46 While the bid of MK Battery is slightly less ($195.11) than that of Keystone-Wilcock Battery, it is considered unacceptable as certain critical points of the specifications relating to AMP hour ratings, cranking performance and reserve capacity; therefore, specifications have not been ffiet in three (3) seperate areas. 75-0264 Specifications as bid have been reviewed with the Superintendent of the Central Garage Department, whc concurs that the bid of Keystone-Wilcock Battery CO. meets all specifications. It is therefore recommended that the bid of MK Battery be rejected, and the bid of Keystone-Wilcock be accepted for contract. Term of the contract shall be from July 01, 1986 through June 30, 1987. o o o o 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO KEYSTONE-WILCOCK BATTERY FOR THE FURNISHING AND DELIVERY OF 3 AUTOMOTIVE BATTERIES OF VARIOUS SIZES TO BE UTILIZED BY THE CENTRAL GARAGE DEPARTMENT ON AN AS NEEDED BASIS FOR A ONE-YEAR 4 PERIOD IN ACCORDANCE WITH BID SPECIFICATION NO. F-86-24; AND REJECTING THE LOW BID OF MK BATTERY AS NOT MEETING SPECIFICATIONS. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 6 SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. The bid of MK Battery in the amount of S16,769.75 8 is hereby rejected because it did not meet specifiations. 9 SECTION 2. Keystone-Wilcock Battery is the lowest and best 10 bidder for the furnishing and delivery of automotive batteries of 11 various sizes to be utilized by the Central Garage Department on 12 an as needed basis for a one-year period in accordance with Bid 13 Specification No. F-86-24 for the total amount of S16,965.46; 14 pursuant to this determination, the purchasing Agent is hereby 15 authorized and directed to issue a purchase order for said 16 automotive batteries to said lowest and best bidder; such award 17 shall only be effective upon the issuance of a purchase order by 18 the purchasing Agent; and all other bids therefor are hereby 19 rejected. 20 I HEREBY CERTIFY that the foregoing resolution was duly 21 adopted by the Mayor and Common Council of the City of San 22 Bernardino at a meeting thereof, held on 23 the 24 to wit: day of , 1986, by the following vote, 25///// 26 27 28 / / / / / o 1 2 3 4 5 6 7 8 of 9 10 o o o AYES: Council Members NAYS: ABSENT: City Clerk The foregoing resolution is hereby approved this day , 1986.
