3) Hillcrest Street, from Arrowhead Avenue to Sierra Way,
4) Benedict Street, from Arrowhead Avenue to Sierra Way,
5) Arrowhead Avenue, from Central Avenue to Orange Show Road

STAFF REPORT
On July 22, 1986, a meeting was arranged by the National Orange Show
with business and property owners in the vicinity to discuss the
security and littering problems created by the patrons of the Wednesday
night Speedway Motorcycle Races. Sg~ Suttle, of the Police Department,
recommended the establi shment of a "No Parking" restriction between 6
p.m. to Midnight at the following locations:
1) Central Avenue, between Arrowhead Avenue and Sierra Way,
2) Sierra Way, between Central Avenue and Hillcrest Street,
3) Hillcrest Street, between Arrowhead Avenue and Sierra Way,
4) 8enedict Street, between Arrowhead Avenue and Sierra Way, and
5) Arrowhead Avenue, between Central Avenue and Orange Show Road.
Both the Orange Show management and business owners, at the meeting,
agreed that the recommended parking restriction will help to alleviate
the problems, and expressed their desi re to keep the restri cti ons
througho~t the entire week. Since this parking restriction will not'
resul t f n adverse i mpac ts on parki ng to local busi nesses, the Mayor's
Trafffc Advisory Safety Committee, at their 7/23/86 meeting, concurred
wfth the Police Department and recommend that the parking restrfctfons
be established.
City Attorney:
Please amend Section One of Resolution No. 3985 as follows:
1. Add Paragraph (d) to Subsection (2.5), Arrowhead Avenue, to read:
(d) between Central Avenue and Orange Show Road, applicable to
both sfdes of street, between the hours of 6:00 p.m. -
Midnight.
2. Add Paragraph (b) to Subsection (3.la), Benedict Street, to read:
(b) between Arrowhead Avenue and Sferra Way, applicable to both
si des of the street, between the hours of 6 :00 p.m. -
Midnight.
3. Add Paragraph (b) to Subsection (4.1), Central Avenue, to read:
(b) between Arrowhead Avenue and Sferra Way, applicable to both
sides of the street, between the hours of 6:00 p.m. -

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 3985 ENTITLED IN PART "A RESOLUTION . . . PROHIBITING PARKING
UPON CERTAIN DESIGNATED STREETS OR PORTIONS THEREOF . . ." TO
ESTABLISH A NO PARKING ZONE BETWEEN 6:00 P.M. AND MIDNIGHT ON
PORTIONS OF CENTRAL AVENUE, SIERRA WAY, HILLCREST STREET,
BENEDICT STREET AND ARROWHEAD AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Resolution No. 3985, which prohibits parking
8 upon certain designated streets or portions thereof, Section One
9 Subsection (2.5) ARROWHEAD AVENUE is amended by adding thereto
10 Paragraph (d) to read:
11 "(d) Between Central Avenue and Orange Show Road, between
12 the hours of 6:00 p.m. and Midnight."
13 SECTION 2. Resolution No. 3985, which prohibits parking
