The purpose of this grant is to provide training to a group of citizens and City staff on the utilization of volunteers to leverage local public funds and other resources to better achieve local Beautification Program goals and objectives. This grant will focus on the development of short and long-term projects which will utilize volunteer and volunteer resources to develop and implement viable projects. The City's responsibilities are two-fold: l} provide the volunteers needed for the training session; and 2} design a management plan and program on which the volunteers can work. In light of the possible Revenue Sharing cuts, this program should give City staff and citizens better leveraging tools for funds the City receives for various Neighborhood Improvement Programs. 75-0264 o o o ,:) 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AlJTHORIZINC; TIH~ EXECUTION OF AN AGREEMENT WITH THE NATIONAL CITIZENS PARTIC1PAT[ilN 3 COUNCIL, INC., TO PROVIDE TECHNICAL ASSISTANCE REGARDING CAPACITY BUILDING AND SKILLS TRAINING ON THE UTILIZATION OF 4 VOLUNTEERS. 5 BE IT RESOLVED BY THE MAYOR AND COMMON CmJNCIL OF THE CITY OF 6 SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. The Mayor of the City of San Bernardino is hereby 8 authorized and directed to execute on behalf of said City an 9 Agreement with the National Citizens participation Council, Inc., 10 to provide technical assistance regarding capacity building and f';, 11 skills training on the utilization of volunteers, a copy of which 12 is attached hereto, marked Exhibit "A" and incorporated herein by 13 reference as fully as though set forth at length. 14 I HEREBY CERTIFY that the foregoing resolution was duly 15 adopted by the Mayor and Common Council of the City of San 16 Bernardino at a meeting thereof, held on 17 the day of , 1986, hy the following vote, 18 to wit: 19 20 AYES: Council Members 21 NAYS: 22 ABSENT: 23 24 25 26 of City Clerk The foregoing resolution is hereby approved this day , 1986. 27 Ap~ed as,~~o~m: 28 t/4~1;r.n--'~ City Attorney Mayor of the City of San Bernardino - . o o o ATTACHMENT A o TECHNICAL ASSISTANCE ACTION AGREEMENT This Agreement is entered into on this ___ day of 1986, by and between the City of San Bernardino, California (hereinafter referred to as the Recipient) and the National Citizens Participation Council, Inc., Washington, D. C. (herein- after referred to as the Provider). The purpose of this Agreement is to provide capacity building and skills training to the recipient community on the utiliza- tion of volunteers to leverage local public funds and other resources to better achieve local CDBG Program goals and objec- tives. The project will focus on the development of short and long term projects, which utilize volunteers and volunteer resources to develop and implement viable projects. The projects to be developed will be submitted by the recipient to the provider for review and for ultimate approval by HUD. A minimum of two projects will be selected -- one short and one long term project ROLE AND RESPONSIBILITIES OF THE PROVIDER . To assist the Recipient with project selection. . Design and conduct a two-day orientation and training seminar for participating cities in each state. - . o o o o The Orientation and Training Seminar, at a minimum, will cover the following: Administering A Volunteer System Recruitment Volunteer Management Volunteer Recognition Fundraising Evaluation Role and Responsibilities of the Volunteer Coordinator Role and Responsibilities of the Volunteer Coordinator in the Direct Technical Assistance Project Review Prototype Project Work Program and Management Plan Design Individual Work Program and Management Plan for Project Implementation . Provide on-site technical assistance to the recipient city regarding the implementation of the project(s) selected. . The Provider's technical assistance will be primarily directed to the Recipient's project coordinator to insure that the project(s) follows the designed project management plan in an effective and timely manner. . The Provider will monitor the projects' progress as pre- scribed in the projects' management plan and will provide technical assistance as deemed appropriate by the Recipient and the Provider. The day-to-day implementation of the pro- ject(s) will be the responsibility of the recipient city pro- ject coordinator. The Provider will work on a consistent basis - . o o o o with the project coordinator through a combination of periodic site visits and by telephone communication. Short term pro- project(s) should be completed prior to the termination of the technical assistance services. The long-term project should be at a point that the project coordinator and support staff can easily complete the remainder of the project effort. ROLE AND RESPONSIBILITIES OF THE RECIPIENT . To identify a project coordinator, provided a volunteer coordinator is not now in place. This position can be part- time, however, sufficient time must be allotted to carrying out the specific goals and objectives of the project (s). . provision of staff support for implementation of the selected project(s). . Underwrite travel and per diem cost (where applicable) to the two (2) day seminar. Each seminar will be conducted within the state (no out-of-state travel) and to the extent possible, in a central location to the contiguous participating cities. . To provide HUD with an evaluation of the technical assistance received within thirty days following receipt of the technical assistance and six months after receipt of the technical assistance, utilizing a two to three oaqe questionnaire prepared by HUD. All other reports, oral or narrative, will be the responsibility of the provider. , . o o o o This technical assistance project is designed to assist cities institutionalize local structured volunteer systems by which needed projects can be designed and implemented to better serve the cOlnmunity through the effective utilization of vol un- teers and private sector technical and financial resources. Projects developed under this Agreement can be used as models for other communities within the state who seek to increase their effective utilization of volunteers and volunteer re- sources to meet local demands. IN WITNESS WHEREOF, the City of San Bernardino, California and the Provider (The National Citizens Participation Council, Inc.l have executed this Agreement on the ____ day of 1986.
