Recommended motion:
That the expenditure of $7,000, from Account No. 001-329-53203,
"Maintenance & Repair - Materials," for purchase of a new main
switchboard and appurtenant equipment and 3 meter sockets, for
the Fiscalini Baseball complex, and the expenditure of $5,500
from Account No. 001-329-53150, "Professional/Contractual
Services," for installation of the new main switchboard and
appurtenant equipment, be approved.

STAFF REPORT
The electrical system for Fiscalini Field was installed in about 1934.
Recently, the main switch caught fire and exploded. A replacement cannot be
located, since this item has long been obsolete.
A new 800 amp, 3-phase main switchboard is needed to operate the
electrical services. The estimated cost for purchasing this item and appurten-
ant equipment is $5,000. It is recommended that 3 meter sockets be provided,
one for Fiscalini Field, one for the police pistol range and one for the pro-
posed Senior Citizens Center. The additional cost for these meter sockets
is $2,000.
We recommend that this switchboard be installed by an Electrical
Contractor under an informal purchase order contract, since our Street
Lighting Electricians are not experienced in working with 3-phase power. The
preliminary estimate of cost for installation of this equipment is $5,500.
A request for $10,500, from CDBG Funds, has been made to the Redevelop-
ment Agency. However, this request will have to go through the process before
any decision is made. In order to avoid a delay in starting work on these
emergency repairs, we recommend that approval be given to finance the estimated
cost from the amounts budgeted for Maintenance & Repair - Materials and
Professional/Contractual Services in the Street Lighting Section of the
Public Buildings Division. These funds will be reimbursed after CDBG Funds
are approved. In the event that CDBG Funds are not approved, supplemental
funds will be needed in these accounts, since these large expenditures were
not anticipated.
Plans for installation of the new switchboard will be prepared by
Joe Reynolds, Civil Engineering Assistant, in the Engineering Division. De-
velopment of these plans will be coordinated with the Southern California
Edison Company.
Certain deficiencies in the electrical system were noted in the in-
vestigation of the failed switch. There is a possibility the entire electrical
system should be replaced in the near future. The preliminary estimated cost
of this work is $200,000. We will consider this project for inclusion in the
Capital Improvement Program.
The conduit to the police pistol range was found to be in a deteriorated
condition, and may need to be replaced in order to restore power. This problem
is not directly related to the failed switch, and could be replaced as a main-
tenance function as personnel are available. Also, the conductors to the
lighting towers are not in accordance with current practice, and may need to be
upgraded.
We recommend that the expenditure of $12,500 be approved, in order that
work can be started.
