MALL PARKING STRUCTURE RENOVATION - The Committee recommended approval and asked the Acting City Administrator to determine where funds would come from. A two-phase pro- gram was recommended to allow salary savings to be used and to complete most of the renovation by Christmas. 2. REDEVELOPMENT PROJECT SIGNAGE POLICY - recommended the 4' x 4' sign that was presented velopment Agency. It would be used only in $100,000. 3. ANIMAL CONTROL ORDINANCE - The Committee recommended the ordinance be forwarded to the Council for review, approv- al or disapproval. There was special comment regarding paragraph wJw, noting that it would cause public discussion. The land use portion of the animal control ordinance was con- tinued to the next meeting. The Committee by the Rede- projects over Meeting adjourned. Recommended motion: That the sum of $65,000 be appropriated from July, 1986 salary savings from various City departments for the sandblasting, painting, patching and resigning of the 3-Level Parking Structure. "0" Street San Bernardino, CA 92418 Dear Jack: The three-level parking structure at the Mall has been in need of sandblasting, painting, and patching for many years. For the past several years the capital dollars for this project have been cut . from the budget due to fiscal constraints. It is my understanding that this item has been cut from the budget again this year. I would like to ask you to consider giving priority to restoring this project before the 1986/87 bUdget is finalized. The parking structure presents a run-down appearance with large areas of paint peeling. Each year the problem has become progressively worse and is bad for business in addition to contributing to a dilapidated image of the downtown area. Perhaps the estimated amount of $65,000 to accomplish this project could be offset by funds from the beautification program that the Redevelopment Agency is sponsoring in the downtown area. This project merits legitimate consideration as it would improve major areas that front on both Fourth Street and E Street. In addition to the above, this project should be implemented on a priority basis to conform to the contractual " standards of maintenance set forth in the Reciprocal Easement Agreement and the City/Agency lease agreement. If you have any doubts about the urgency of this project, please in- spect the exterior walls of the three-level structure. Should you have any questions regarding this matter, please contact me. We have consulted a general contractor that has stated that the structure requires sandblasting on all exterior walls and some interior walls. All joints be sealed from the interior area to prevent the bleeding through, and painted, utilizing a blown texture on exterior surface a~eas and all signs, stripped, primed and painted. The informal cost estimate obtained from Britton Construction Company, a general contrator, was approximately $63,000. However, this did not include the repainting of signs, nor did this include replacement of the chain link fence west of the parking ~tructure. It is estimated that if formal bids were advertized, with engineering specifications, that the sandblasting, searing and painting could be obtained at a price of approximately $57,000 and the repair and painting of signs would cost approximately $8,ODO. The replacement of the chain ~ink fence west of the parking structure, at "F" Street, on 4th, would cost approximately $8,ODO to $10,000 if slump stone and wrought iron fence were installed. It is with a total project cost of approximately $75,000. It is recommended that Engineering specifications and Public Works contract be authorized. In addition, and upon completion of the installation of the spacer joints that will be installed by contract, that cement work be. installed in the areas were all bumper stops are now placed, to avoid contin- ual maintenance, cleaning and claims. It is estimated that this would cost an additional $27,000. c (' . .
