View Ave. A city truck towing a tree chipper pulled from a parked position into the path of the claimant's vehicle causing the collision_ The cause of the accident as listed on the police report was a violation of Vehicle Code Section 22106, unsafe starting of a parked vehicle, by the city vehicle's driver. 75-0264
