On November 4, 1985, the Kayor and Common Council approved and adopted Ordinance No. MC-48l, establishing incentives to be granted certain businesses and certain residential construction declaring the urgency thereof. On July 7, 1986, the Msyor and Common Council approved in principle that the Wistcom Development site be authorized to receive the beneifts and incentives identical to those associated with the benefits and incentives of the commercial subareas of the Enterprise Zone. That vacant parcels zoned for multifamily residences which otherwise qualify as infill housing sites and are within the boundaries of Priority Areas numbered I, 2, 3, 4, and 5, within the Enterprise Zone be included as part of the City's Infill Housing Program and the Enterprise Zone In~entive Ordinance be amended accordingly. B. That Chapter 3.18.060 of the Municipal Code entitled "Rebates-Industrial Area", be amended to read as follows: "During the first year of operation of any qualifying new industrial business that locates within the industrial area of the Enterprise Zone during the first four (4) years of the life of the Enterprise Zone, City shall rebate the following..... That the Westcom Development Company located on Highland Avenue between Western and Mt. vernon Avenues be approved to receive the benefits and incentives identical to those associated with the commercial designated subarea of the Enterprise Zone and the commercial designated subarea boundary be amended accordingly. - 4.- - - CI~ OF SAN BERNARDOo - REQUlOT FOR COUNCIL ACoQaN o () o '500264 STAFF REPORT bUll Housing On October 14, 1985, the Mayor and Co_on Council adopted Resolution No. 85-405 approving the establiahment of the City's Infill Housing Program and set aside $2 million from the City's 1985 Single Family Mortgage & Revenue Bond Allocation to provide permanent financing for the infill homes. Agency staff were directed to develop an infill housing program and implementation strategy for council approval. Since that time, the program and implementation strategy has been approved by the Mayor and Common Council. Additionally, staff was recently instructed to develop and issue a request for proposals (UP) for the purpose of inducing additional developers to participate in the program. (An item elsewhere in the agenda is submitted for your c0118ideration in this regard). During the RFP process, several potential respondents brought it to the attention of staff that the program specified single family dwelling units, whereas a number of vacant parcels that would ordinarily qualify for infill assistance are zoned for multifamily c0118truction. This significantly reduces the possibility of development if developers were required to C0118truct single family detached dwelling units on parcels zoned for multifamily development. The Redevelopaent Committee has taken the position that if the project otherwise qualifies for infill assistance but for the R-l zoning, the current zoning shall apply. Agency Counsel advises, however, that Ordinsnce Nos. MC-480 and MC-48l must be lIIIended in order to accomplish multifamily c0118truction in the Infill Housing Program. Rebates -- Industrial Area 13.18.060) In addition to the above housing issue, the Mayor and Common Council has held discussi0118 relating to the appropriate timeframe for incentives approved for the industrial area of the Enterprise Zone. Presently, Ordinance Nos. MC-480 and MC-48l allow for incentives to be provided to businesses in the industrial area during the first yesr of operation. This incentive is available for the life of the Zone. There has been discu88ion that it was the intent of the Council to limit the incentive to the first four (4) years of the life of the Zone. Staff reco_ends Ordinance Nos. MC-480 and MC-48l be SIIended to allow for multifamily infill c0118truction and to limit incentives in the industrial area to four (4) years, rather than the life of the Zone, as is currently the case. Western Development Project On July 7, 1986, the Mayor and Co_on Council discussed the merits of amending the boundaries of the commercial designated subarea to include the Westcom Development Project site. The Mayor and Co_on Council eventually took action to approve in principal that the Westcam Development project site be authorized to receive the benefits and incentive indentical to those associated with the benefits and incentives of the commerical subarea of the Enterprise Zone.
