STAFF REPORT
Brown and Mullins, Inc. have a consulting agreement with the Aaency and the City
to provide civil engineering services in the Study Area of Central City South.
Some of these services, in particular the traffic study and certain portions of
the, street deSign, cannot be completed within the agreed timefraae because they
are dependent upon the work of others CURS). Specific land uses must be
identified before the daily trip loads on the streets can be calculated.
The Brown and Mullins agreement was adopted before the ORS agreement was
completed. To correct the timing inconsistency, the Redevelopment Committee and
staff recOllllllend that the Brown and Mullins agreement be amended to provide for
completion within 60 days of receipt of specific land uses from URS.

Dear Ms. Saul,
We hereby request an extension of time to complete our
design alignment of the msjor streets within the above
referenced Study Area until the land use has been deter-
mined.
Our work on the slignment has been completed with the ex-
ception of the right of way widths at the intersections.
These widths are affected by the improvements to be in-
stslled, which are dictated by the projected traffic
counts which are predicsted by the proposed land use.
Once we hsve the spproved Isnd use, we can complete our
trsffic anslysis, design the intersection accordingly and
determine the necessary right of way widths.
By wsiting until we have the finsl information, we will
be sble to avoid redesign and stsy within the limits of
our contract.

DIRECTING THE EXECUTION OF A FIRST AMENDMENT TO AGREEMENT AMONG
THE CITY OF SAN BERNARDINO, THE REDEVELOPMENT AGENCY OF THE CITY
OF SAN BERNARDINO AND BROWN AND MULLINS, INC., POR CONSULTANT
SERVICES (CENTRAL CITY SOUTH STUDY AREA).
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
hereby authorized and directed to execute on behalf of said City
a First Amendment to Agreement among the City of San Bernardino,
9 the Redevelopment Agency of the City of San Bernardino and Brown
10 and Mullins, Inc., for consultant services relative to the
11 Central City South Study Area, a copy of which is attached hereto
12 as Exhibit -A- and incorporated herein by reference as though

fully set forth at length.

(CENTRAL CITY SOUTH STUDY AREA)
THIS FIRST AMENDMENT, made and entered into effective the
day of
, 1986, by and among the
6 REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO, a public body

corporate and politic, hereinafter .Agency., the CITY OF SAN
8 BERNARDINO, a municipal corporation, hereinafter .City., and
9 BROWN AND MULLINS, INC., a California corporation, hereinafter
10 .Consultant., sets forth the agreement of the parties.

1. That certain agreement heretofore entered into between
12 the parties relative to consultant services for the Central City
South Study Area among the parties, is amended in the following
respects:
A. Consultant may suspend work under the original
contract until such time as they are notified by the Agency or
City that a particular land use has been established relative to
the Central City South Area, and that they are to proceed with
their traffic analysis and design of the intersections in
accordance with such land use determination.
