On June 23, 1986, the Governor signed SB 1602 which added Section
22651.7 to the Vehicle Code. Section 22651.7 authorizes peace
officers or designated city employees to immobilize vehicles
after five or more traffic citations have been issued with no
response. Attached is a copy of that bill.
Attached also is a proposed amendment to San Bernardino Municipal
Code Section 10.16.150 which, pursuant to Wayne Overstreet's
recommendations, authorizes parking control checkers, designated
security personnel and the Public Buildings Superintendent or his
representative to immobilize vehicles pursuant to Section
22651.7.
In order to fully implement the immobilization program, parking
citations must wsrn owners and vehicle operators that their
vehicles may be subject to impoundment if they do not respond to
parking citations.

SECTION 1: Subsection E is hereby added to Section
10.16.150 of the San Bernardino Municipal Code to read as
