FOR COUNCIL ActaoN STAFF REPORT Earlier this year, staff met with representatives of the County Flood Control Department, and the Ci ty of Col ton, to discuss the drainage problems on the City's west side. Recently,l the Flood Control De par t men t, i n rev i e win g de vel 0 p men t s wit h i nth e City has bee n responding that all developments should be stopped until adequate downstream drainage systems are in place. These letters are being sent to both the City of San Bernardino and to the City of Colton for areas that drain South to the I-10 Freeway near Pepper Avenue. At the meeting, problems of routing drainage under the freeway were discussed and the flood control's present use of the Pepper/Randall basins was discussed. As a short term alternative to allowing no development, the district is willing to study using the existing basins as detention facilities rather than retention ba~ins for groundwater recharge. They have the staff and the computer facilities to make computations to determine if this change will allow further development in the area while aleviating the present downstream inadequacies. However, the cost for the computations and study was estimated to be $7,500. It was then suggested that each agency secure a 1/3rd portion of the funding to study this mutual problem and determine if some solution could be found. Attached for your review is a copy of the letter from the County further explaining the problem and concepts to be studied and an agreement prepared by the County for execution by San Bernardino and Caltrans. Staff recommends that the Mayor and Council authorize the expenditure of $2,500.00, from the unappropriated reserve of the Storm Drain Con- struction Fund for the City's portion of the study, to determine the feasibility of altering the use of the existing facilities in a manner that would allow continued development in the area without adverse drainage impacts on the downstream developments. 2 75-0264 . . 10 II . . . 1 RESOLUTION rlO. 2 RESOLUTION OF THE CITY OF SArl BERNARDINO AUTHORIZING THE EXECUTION OF A STANDARD CONTRACT WITH THE SAN BERNARDINO COUNTY FLOOD CONTROL DISTRICT 3 AND CITY OF COLTON RELATII1G TO PREPARATION OF A REGICNAL DRAIN!\GE STUDY FOR THE PEPPER, aILL AND RANDALL BASINS. 4 BE IT RESOLVED BY THE [,'MOR J\NO COMMON COUNCIL OF THE CITY OF sr"l BERNARDINO AS FOLLOWS: 5 6 SECTION 1. WHEREAS, the upper portions of the watershed located in the CITY Of SAN BERNARDINO have experienced recent development and proposed future development; and WHEREAS, this development will contribute additional flows downstream which may adversely affect the downstream areas; and WHEREAS, the lower portions of the watershed located in the CITY Of COLTON are undeveloped, but will soon be under pressure to develop; and WHEREAS, the CITY OF SAN BERNARDINO and the CITY OF COLTON desire to cooperate with the DISTRICT in a regional study of the drainage problem and thereby seek solutions which could promote the orderly growth of development within the area; and WHEREAS, by using Pepper, Mill and Randall Basins for flow attenuation purposes, the necessary downstream facility sizes will be reduced and the system cost may be reduced; and WHEREAS, it will be mutually beneficial to the parties hereto to participate in a regional drainage study: NOW, THEREFORE, it is mutually agreed as follows: A. CITY Of SAN BERNARDINO shall participate in the amount of $2,500.00. B. CITY OF COLTON shall participate in the amount of $2,500.00. C. IT IS FURTHER UNDERSTOOD AND MUTUALLY AGREED: The study is to be accomplished by the DISTRICT-at a cost of $7,500.00 and shall: . A. Revise San Bernardino County Comprehensive Storm Drain Plan Project 3-5 hydrology and hydraulics to include flow attenuation in the reach below the existing basins to Interstate 10 freeway. B. Revise the cost estimate for this reach. C. Investigate the possibility of using the existing three basins as detention basins, thereby reducing their water conservation ability. THIS AGREEMENT shall inure to the benefit of and be binding upon the successors and assigns of all parties.
