PREVAILING wAGE STUDY - The Committee, after exten- sive discussion, recommended approval of a 45-day extension to September 15, 1986, in order for the team to complete their study. 2. EMBLEM CORPORATION - TRACT NOS. 10459 - 10460 - The Committee reviewed the information provided by Planning and Engineering staff and the Emblem Corporation representatives and directed staff to take administrative action in processing the resubmission of tract maps. No Council action required. 3. PARK FEE SCBEDULE AND PRIORITY USE OF PARK FACILI- TIES - The Committee recommended approval with minor changes. The Council Executive Assistant was directed to contact Mr. Keith Lowe and ask him to submit his request for assistance, with backup material, direct to the Council through the City Clerk. 4. ORDINANCE TO AUTHORIZE APPROVED VOLUNTEERS TO ISSUE NOTICES OF PARKING VIOLATIONS TO VEHICLES ILLEGALLY PARKED IN DISABLED OR PHYSICALLY HANDICAPPED PARKING SPACES - Item continued awaiting ways & Means Committee decision on -Blue Crew- implementation. 5. ANIMAL CONTROL ORDINANCE - Item continued. Planning staff will review the -land use- portion of this ordinance with coordination of City Attorney and Animal Control and bring back to the Committee. . . . 6. OVERSIGHT COMMITTEE FOR WORKERS' COMPENSATION AND LIABILITY CLAIMS - Item continued. 1. RESOLUTION AUTHORIZING CITY ADMINISTRATOR TO ACT AS A REPRESENTATIVE OF TBE CITY TO APPLY FOR DISABILITY RETIRE- MENTS - Item continued. 8. PARK CONSTRUCTION FEES wAIVER - SANDLEWOOD PARK The committee recommended approval of the waiver. 9. MALL PARKING STRUCTURE - RENOVATION - The Committee referred this item to the City Administrator for his recom- mendation on where funds would come from for this most needed renovation. 10. ASSESSMENT DISTRICT FOR FIRE STATION CONSTRUCTION TRI-CITY CORPORATE COMPLEX The Committee recommended approval of the alternate site location on Gould Street and asked Council Executive Assistant to send memo to RDA advis- ing them of the decision and that the purchase would be made with tax increment from the off-ramp funding. REPORT ON TIME ANALYSIS FOR SANDLEWOOD APARTMENT PROJECT RP 85-23 A request has been made to review the time frame and data in our files on the referenced review of plans. The following is a chronology of our records as reflected by received stamp, transmittal letters and review plans. 4-15-85 DRC conditions were sent to applicant. 5-30-85 Applicants appeal of conditions denied by Planning Commission. 7-12-85 Soils report data (submittal date is unknown but assumed to be 5-2-86) 9-05-85 Flood Control letter with recommendations received by City. 2-20-86 First submittal by applicant. Submittal incomplete and so prelim- inary in nature it was returned. 2-27-86 Letter of transmittal from City to engineer indicating plans were inadequate to begin even the first check. Applicant also advised conditions about to expire and advised to submit complete plans and data. v -..c'. r' "!:,.. CONDITIONS EXPIRE. Letter from Flood Control relating information of meeting between Flood Control and applicant on June 4 and June 23. Requirements of previous letter changed. submitted plans. 4-11-86 5-02-86 Sufficient data contained 5-16-86 6-27-86 7-03-86 Letter from Flood Control indicating another meeting held July 1, 1986, and again revised conditions for approval. 7-14-86 Revised plans submitted for final check. 7-18-86 Applicant advised omissions on plans regarding compliance with flood control requirements. Applicant picked up plans to make revisions concerning rock slope protection and flood control permits. 7-21-86 Revised plans submitted to City for final check. V- 7-21-86 Plans approved. 7-21-86 Grading Permit'issued. 7-25-86 Sewer plans still .have not been completed nor submitted with no time frame for their completion yet established. .. . . . A review of the attached indicates that the first acceptable plan submittal was made one full year after approval of the conditions and our records do not indicate the applicant requested a time extension. It further appears that the applicant appealed the original conditions of the City and on three occasions appealed directly to the Flood Control District to have the condi- tions changed. Final conditions acceptable to Flood Control received July 3, 1986, with final plans submitted to City on July 21, 1986. Project plans are still not complete and we are awaiting improvement drawings, but have issued grading permits. Hope fully, this infonnation will be useful in your analysis of the project time frame.
