WAYS , MEANS COMMITTEE July 28, 1986 , ATTENDEES: Councilman Steve Marks - Chairman, *Councilman Dan' Frazier, Councilwoman Esther Estrada, *Councilman Jack Reilly, City Attorney - Ralph Prince, Acting City Administra- tor - Ray Schweitzer, EDC Director Sam Benley, Public Buildings Superintendent - Wayne OVerstreet, Council Execu- Director Thelma Press, Bob Neves, Chuck Foster, Steve Stearn. *Alternating attendance in meeting. 1. CABLE TV CONTRACT - HAROLD BORN The Committee recommended extension of Mr. Harold Born's contract based on the oral report and recommendation of the City Administrator. 2. HANDICAPPED -BLUE CREW. PROPOSAL - Item continued after extensive discussion. The City Administrator is to provide a detailed listing of offsets and revenues projected, along with necessary resolution at the next meeting. Ex- panded use of a -Blue Crew. in other city functions is to also be explored. 3. MILLION DOLLAR MILE - The Committee reviewed the agreement between the City and Network Enterprises, discussed and recommended some changes: a) That a long term (10 year) agreement be accepted with annual, good faith negotiations taking place to provide for enhancement and to retain the event in San Bernardino under reasonable circumstances. b) That if Arrowhead Avenue future date both parties agreee location. becomes unsuitable at a to a mutually acceptable c) That a minimum $5 million liability insurance be provided by Network. d) That Network agrees, concurrent with the third and following years, to deposit sufficient revenues into a special fund to be utilized for the specific purpose of re- paving Arrowhead Avenue in future years. ,. , - I . . The agreement as refined was recommended for approval and presentation to the full Council at the August 4 Council meeting. 4. SURVEY OF SURROUNDING CITIES' COMMERCIAL DEVELOPMENT FEES -The Committee reviewed the survey and recommended it to go forward to the Council as previously requested. Meeting adjourned.
