Personnel Committ,e JR:ej ITV OF SAN BE - MEMORAND To Jack Reilly, Chairman Council Personnel Committee Subject Job Freeze Justification -- Deputy City Attorney Position From Ralph H. Prince City Attorney Date July 14, 1986 . Approved Date 700.7 The following information,is provided in justifying the filling of the vacant position of Deputy City Attorney III at Range 3155, Step C, $3654/month. Assignments and work load of this position require experience beyond that required for a Deputy City Attorney II, and are more difficult and complex. The work load of the City Attorney's Office has increased substantially. This increase is partially due to new programs implemented by the City requiring attendance by an attorney at meetingsl new federal laws which affect the City, such as FLSA and Civil Rights Actionsl the tendency of citizens to file lawsuits r~quires that an attorney be present at meetings of the Board of Building commissioners, Planning Commission, and occassionally police Commission, in order to provide legal advice to these boards and commissions. Filling of the Deputy City Attorney III position is necessary in order that this office may provide timely responses to questions posed by the Mayor and Common Council, department heads, and boards and commissions. While this position has been vacant, other staff members have had to work overtime and complete priority work only. Other assignments which need to be addressed have been left until an additional attorney has been hired and takes on his or her responsibilities. The filling of this position will require a change in our 1986-87 budget. ~~~ RALPH H. PRINCE city Attorney RHP:lr I ~~ ~~-~ F ~~ - ~Q> <= ~~ :-:- :'I.~~ ii2 ~~ E'i~ 1St C:::n ~ D"" .... ....
