The inspection backlog is similar to that in any community, except it is larger. There
is a significant backlog on permits where the owner or contractor does not call for in-
spections. A lot of these are roof, water heater, or patio cover jobs. This backlog,
given current staff, will not' be reduced in the near future unless a special effort is
extended to check them out.
Current permits where inspections are being called for, are being made the next day. Our
general building inspectors and senior building inspectors are averaging 10-14 calls per
day. While this is timely, it mayor may not allow adequate time for good inspection of
a complete job. The direction taken has been to complete all the calls, not the quality
of inspection.
We have been able to add between one-half and three-quarters of an hour by shifting the
time inspectors can take telephone calls. This has improved both time and quality to a
degree.
The code enforcement and housing inspectors are significantly backlogged. There are, in
some cases, contacts from four to five months old. The number of requests, along with
council identified concerns, increases the workload beyond what either can deal with on
a daily basis. The backlog in these areas can only be met by hiring knowledgeable indi-
viduals willing to spend substantial time on identified problems.
The resolution or partial resolution will require additional personnel, part or full time,
for a limited period of time. Two methods are available to us. One, we contract, with a
service such as Wildan; or two, we hire, on a part or full time temporary ,basis, qualified
individuals interested in temporary part or full time work.

Contract services charge for labor, overhead, insurances, fringes if any, tools, and ve-
hicles, indluding mileage. The fee ranges $45 - $50 per hour.
If we hire part time or full time temporaries, the cost would be $20 - $25 per hour. This
includes labor, overhead and vehicle cost. We would pay mileage. Typically, and of those
we have talked to, there is either a time, 4-5 hours, or a number of days, 60, that they
can work, so whatever we accomplish would need to be done during that time frame. This is
a short term solution to a long term problem.
Done properly, the inspection backlog can be reduced by 10 per person, per 8 hour day.
Four people working 8 hours a day could in just over a month clear a thousand of the back-
log at a cost of $16,000 (based on $20 total city cost per hour).
Thi s di scussion does not incl ude the consi dera ti on of "expedited" promises on inspections.
The current department is understaffed to meet these promises.
