Synopsis of Previou$ Commission/Council ection:
On July 6, 1982, the Mayor and Common Council adopted Ordinance MC-189 approving the
Redevelopment Plan for the Northwest Project Area.
In November, 1985, the Enterpreise Zone application set forth that Agency will focus its
financing tools in attracting a major supermarket to the area.
In June, 1986, the Mayor and Common Council instructed staff to prepare and apply for a UDAG
for a shopping center to be located on all or a portion of an eighteen (18) acre site at
the northeast corner of Baseline and Muscott Streets, Northwest Redevelopment Project, and
set Public Hearing on UDAG application for July 21, 1986.
On July 21, 1986, the Mayor and Common Council conducted the first of two Public Hearings
required for the UDAG application.

STAFF REPORT
This Public Hearing is being conducted to obtain citizen input regarding the
City's intent to submit a UDAG application on July 31, 1986, for financial
assistance to develop a shopping center on an eighteen (18) acre site located
at the northwest corner of Baseline and Muscott Streets, Northwest
Redevelopment Project Area.
The project would consist of a major chain supermarket with related retail
satellite stores. Tasteful architecture and landscaping coupled with
sophisticated security features would be the standards adhered to in the
project, providing an attractive and secure environment for both the Centers'
merchants and the consumers. Management marketing and maintenance strategies
would be ongoing to assist in ensuring the success and longevity of the
developmen t.
The" City has been informed that UDAG funding decisions will be made in early
October, 1986. A successful application would aid in carrying out a
development consistent with the plan and direction established for the
Northwest Redevelopment Project Area and the desires of the community.
Adoption of the Resolution would authorize the Mayor to execute and submit a
UDAG application for the proposed supermarket at Baseline and Muscott Streets.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE
MAYOR TO EXECUTE AND SUBMIT AN APPLICATION TO THE DEPARTMENT OF HOUSING AND
3 URBAN DEVELOPMENT FOR AN URBAN DEVELOPMENT ACTION GRANT FOR THE PROFOSED
SUPERMARKET TO BE DEVELOPED AT BASELINE AND MUSCOTT STREETS LOCATED IN THE
4 NORTHWEST REDEVELOPMENT PROJECT AREA.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

SECTION 1. The Mayor of the City of San Bernardino is authorized and
8 directed to ezecute and submit an application to the Department of Housing and
9 Urban Development for an Urban Development Action Grant for the proposed
10 supermarket at Baseline and Muscott Streets located in the Northwest
II Redevelopment Project Area, and the Mayor is authorized to ezecute all
12 understandings and assurances contained in or required for such application.
13 The proposed deVelopment is to take place on the northeast corner of Baseline
14 and Muscott Streets and is situated in the Northwest Redevelopment Project
15 Area of the City of San Bernardino. A copy of the application will be on file
16 and available for public inspection in the Office of the Ezecutive Director of
17 the Redevelopment Agency of the City of San Bernardino on July 31, 1986.

SECTION 2. The Mayor of the City of San Bernardino is authorized to
19 act as the City's official representative in connection with the Urban
20 Development Action Grant application.
