2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 3985 ENTITLED IN PART "A RESOLUTION . . . PROHIBITING PARKING
3 UPON CERTAIN DESIGNATED STREETS OR .PORTIONS THEREOF .- .. ." 1 AND
AUTHORIZING A NO PARKING ANY TIME ZONE ON BOTH SIDES OF VICTORIA
4 AVENUE, FROM MIRADA ROAD TO THE NORTHERN CITY LIMITS, AND ON BOTH
SIDES OF LYNWOOD DRIVE FROM ROCKFORD AVENUE TO VICTORIA AVENUE.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Resolution No. 3985, which prohibits parking upon
8 certain designated streets or portions thereof, section One, is
9 amended by adding thereto Subsection (20.8) LYNWOOD DRIVE to read:
10 "(20.8) LYNWOOD DRIVE

(a) Between the east curb line of Rockford Avenue
12 and the west curb line of Victoria Avenue."
13 SECTION 2. Resolution No. 3985, which prohibits parking upon
14 certain designated streets or portions thereof, section One,
15 Subsection. (33.5) VICTORIA AVENUE'is amended to read:
16 "(33.5) VICTORIA AVENUE
17 (a) Between the north curb line of Highland Avenue
18 .and the south curb line of Mirada Road.
19 (b) Between the north curb line of Mirada Road to
20 the north City limit line."
21 I HEREBY CERTIFY that the foregoing resolution was duly

2 RESOLUTION OF TaE CITY OF SAN BERNARDINO URGING THE SOUTH
COAST AIR QUALITY MANAGEMENT DISTRICT TO MODIFY ITS'POLICIES
3 CONCERNING POLLUTION CREDITS AND SUBSEQUENT ENVIRONMENTAL IMPACT
ASSESSMENTS FOR POLLUTING INDUSTRIES AND TO DO SO ON A LOCAL AREA
4 AS WELL AS A REGIONAL MANAGEMENT BASIS, URGING THE STATE
LEGISLATURE TO ENACT LEGISLATION REQUIRING SUCH POLICIES AND
5 NOTICE TO LOCAL PUBLIC ENTITIES WHICH ARE AFFECTED BY APPROVALS OF
PERMITS FOR POLLUTING INDUSTRIES, AND JOINING THE COUNTY OF SAN
6 BERNARDINO IN EFFORTS TO INTERVENE IN THE PROCEEDINGS OF SAID
DISTRICT RELATING THERETO.

8 WHEREAS. on January 8. 1985. the City of Rialto issued a
9 notice of determination. pursuant to section 21108 of the public
10 Resources Code (CEQA). that a proposed tire burning plant in
11 Rialto would have no significant effect on the environment. and.
therefore. issued a negative declaration, and
WHEREAS.' a recent study has shown that a similar plant in
oregon utilizing like technology to that proposed in Rialto emits
carcinogens which could pose a substantial health hazard to the
populace of the Inland Empire, and
WHEREAS. current laws of the State of California and rules
and regulations of the south Coast Air Quality Management District
limit the City's ability to remedy or produce evidence relating to
proposed projects which may affect the air quality of the Inland

NOW, THERE~ORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COV~CIL OF TRI!:" CITY OF SAN BERNARDINO. AS FOLLOWS:
SECTION l. The legislative body of the City of San
Bernardino urges the south Coast Air Quality Management District
to modify its policies to require comprehensive environmental
