06/--/B5 -- Allocation of $30,000 approved for architectural and engineering
services.
08/05/85 Allocation of $400,000 approved to finance construction costs and
authorization granted to advertise for bids.
11/04/85 Resolution No. 85-464 adopted awarding a contract to Duncan
Construction for the construction of a Community Center at Nicholson
Park, in accordance with Plan No. 6781, for the low bid price of
$396,215.
04/21/86 -- Contract Chanqe Order No. 1 approved to authorize credits and payment
for increases for various items at a net increase in contract price of

That Change Order No. Three to the contract be approved to authorize
the Contractor to reinforce the center roof truss and provide lateral
bracing between all roof trusses and end walls, on a time and material
basis, with a cost not to exceed $5,000 dollars; install fire dampers
at a cost of $345, install wire mesh instead of r.ebar in basketball
court at a credit of ($739) and install carpet instead of vinyl tile
in the senior room at a credit of ($372). This contract change will
increase the contract price by an amount not to exceed $4,234 from
the previous contract price of $418,495, to a contract price not to
exceed $422,729.

STAFF REPORT
Item 1: After the roof trusses were erected, a lack of lateral rigidity
was observed. With the installation of the folding partition on the center
truss, this flexibility would be detrimental to the operation of the partition.
The roofing material was changed to a heavier type, which added to the loading
of the trusses. The most economical solution to the rigidity problem is to
install lateral bracing between the lower chords of all roof trusses and the
end walls. The marginal load design relative to the center truss can be
corrected with additional structural members added to the truss. These addi-
tional members will insure sufficient load carrying capability relative to
increased loading caused by the additional roofing material weight and loading
caused by the folding partition. Design factors used in the other trusses
were adequate to withstand the added roof weight.
Item 2: Required fire dampers were not included in the original building
design. This omission will be corrected with their installation.
Item 3: A review of the basketball court design revealed that a savings of
$739 could be made by using wire mesh in the concrete rather than the speci-
fied reinforcement bars. This substitution will not detrimentally reduce the
design strength of the court.
Item 4: This is a credit for substituting carpet in lieu of tile on one-half
of the community room. This substitution will reduce maintenance by having
the entire room carpeted. A credit of $372 will be realized from this sub-
stitution.
In summation, the cost/credit of the above is: Item 1 not to exceed a cost
of $5,000; Item 2 a cost of $345, Item 3 a credit of $739, and Item 4 a credit
of $372. This contract change may be made for a total amount not to exceed
$4,234.
This Contract Change will necessitate a 15-day extension to the contract
which will provide for a completion date of July 30, 1986.
We recommend that Change Order No. 3 be approved.

5/19/86 -- Contract Change Order No. 2 approved the construction of a
basketball court on a time and material basis not to exceed
an increase in contract price of $22,044.00, from
$396,451.00 to $418,495.00.
