Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on July 8, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-18 was recommended for
approval. The Negative Declaration for environmental impact was
also recommended for approval.
Vote: 8-1
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant requests approval to change the land use
zoning district designation from R-1-7200, Single-Family
Residential to R-)-3000, Multiple-Family Residential.
The subject site is a rectangularly-shaped parcel
consisting of approximately .19 acres located on the
west side of Sierra Way Between Highland Avenue and 27th
Street. Current land use is a 20 space parking lot.

Surrounding zoning and land use include:
7200 parcel to the north; R-1-7200 with a
residence to the south and west; and
commercial development to the east.
The proposed designation, R-)-3000. is in substantial
com~liance with the San Bernardino General Plan, which
des1gnates the site residential, 8 to 14 dwelling units
per acre. The R-)-3000 zone permits a density of 14.5
units per acre and the proposed development, a triplex
on .19 acres yields 15.8 units per acre.

The proposed zoning designation is not consistent with
existing zoning, nor is it compatible to the existing
uses, all of which are single-family residential with
the exception of C-3A commercial use and zoning across
Sierra Way to the east.
The proposed zone would permit the first intrusion of
multiple-family use in this neighborhood. Due to the
relatively small area involved and considering adjacent
zoning and uses, approving the change of zone could be
considered spot zoning.

To eliminate the problem of spot zoning, the applicant
has been advised to contact property owners between the
subject parcel and the nearest R-) zone to determine if
a request to change the zone on additional parcles would
be possible. This would create a natural extension of an
existng zoning district.
The proposed site meets the minimum standards for R-)
development r~lative to lot depth and area. However,
tne parcel 1S 55 feet in width; the minimum width
required by today's code is 60 feet.

true and lawful attorney-in-fact, for him and in his name,

zoning change or amendment of general plan affecting property

Dear Sir,
I'm writing this in opposition to the proposal by the planning Commision to make the
west side of Sierra Way (from 27th street to Highland Avenue) and the east side of
Genevieve Street (from 27th Street to HighlandAAvenue) a R3.
My husband and I being homeowners (as I'm sure that you are also) don't like the idea
of apartments, trash, parking lots. and teenagers being put up all around us. If you
or one of your co-workers would drive down Genevieve Street you would see that the
yards are all kept up. nice looking cars and hom, and very little traffic. And no
spot zoning which is illegal. If we would have renters in our neighborhood there would be
more traffic. more trash, and iow income people.
Please reconsider the proposal to R3 zoning and keep it a RI (for the homeowners sake)
