Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on July 8, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-17 was unanimously
recommended for approval.
The Negative Declaration for environmental impact was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The request is to change the land use zoning from C-3A,
Limited General Commercial to C-M, Commercial
Manufacturing. The subject property is an irregularly-
shaped parcel consisting of approximately .86 acre.
located on the north side of Foothill Avenue approxi-
mately 155 feet west of the centerline of Rancho Avenue
at its northern terminus.
2. The City of San Bernardino General Plan designates the
site as Commercial Industrial. Surrounding properties
include .0.. for Open District to the north; C-3A,'
Limited General Commercial District to the east and
west; and C-M, Commercial-Manufacturing zoning is
witnessed to the south.
3. Surrounding land uses include Flood Control property to
the north; a Veterans of Foreign War lodge to the
immediate east; a single-family residence and industrial
firm (service station maintenance) is evidenced to the
south, while a vacant field is witnessed to the west.
The area has diverse examples of land uses, which is
reflected in the surrounding zoning. The properties in
the vicinity have seen little recent development.
4. This change of zone is being carried out by the
applicant in order to construct a 12,900 square feet
industrial building. The building is intended to have
multiple tenants. The applicant has filed Review of
Plans No. 86-42 for a metal industrial building, which
will appear on a future Commission meeting agenda. The
building. as currently designed, (before revisions)
reflects parking for a manufacturing plant/speculative
industrial building, one space for each 500 square feet
of gross floor area.
5. The proposed change of zone from C-3A, Limited General
Commercial to C-M, Commercial-Manufacturing and Review
of Plans No. 86-42 are compatible to the General Plan
designation of Commercial-Industrial. Said zone change
will not impact property values or create a hazard to
the citizens of the City of San Bernardino.
6. The parcel in question is of sufficient width and depth
to meet development standards for the C-M, Commercial-
Manufacturing District.
