I. LANDSCAPE MAINTENANCE SUPERVISION
CITY COUNCIL ACTION REOUlRED
Receive and file.
At the meeting of the Mayor and Council held June 16, 1986,
Councilman Frazier expressed concern over the apparent lack
of supervisorial activity with respect to the landscape
maintenance of certain assessment districts and instructed
the city Administrator to insure that supervision of these
districts becomes more effective.
All landscape maintenance specifications have been rewritten
on all contract areas for FY 1986-87. The areas of tasks and
frequency were made more definitive and controllable by the
designated Park Supervisor at each location.
The Park Supervisor will check each location twice a week. A
monthly meeting will be held on site at each location with
contractor management, park supervisor and park superinten-
dent to submit billing and to evaluate past months' perfor-
mance.
A section has been included in the specifications to withhold
payment for work not completed or corrected as per specifica-
tions.
A. Assessment District 951...."Wagon Wheel"
During FY 1985-86, this district was heavily
affected by underground utility work which was
conducted by General Telephone without any previous
coordination with the Department of Parks, Recrea-
tion and Community Services.

B. Assessment District 952...."state College"
During FY 1985-86, this district also has been
affected by underground utility work, construction
work and storm water runoff from undeveloped land.
C. Assessment District 953...."16th street"
An abundance of weeds, litter and improper wating
practices created a less than satisfactory mainten-
ance level at this location.
On October 9, 1985, the contractor was informed
that payment was being withheld pending proper
setting of automatic controller, weekly irrigation
check, proper reporting to the park supervisor and
replacement of plant material that died through
contractor neglect. This was completed on January
21, 1986. However, the problems have continued and
the contractor has been giving only minimum
service.
(It should be noted that the undeveloped areas on
16th street and California are not in the
contract).
D. Assesment District 968,..."Airport Drive"
During FY 1985-86, this district has been main-
tained in a satisfactory manner.
E. Assessment District 956...."Park Centre"
During FY 1985-86, this district was not maintained
under a maintenance contract. It has been under
maintenance by the installing contractors whose
maintenance period terminated on July 3, 1986.
A better system is required to coordinate work being done by
utility companies and private developers in the easements and
developed landscape areas.

At a budget study session, the City Administrator was in-
structed to contact Doane Dog Food company to inquire about
the possibility of that company donating dog food to the
police Deparment's canine program.
This matter was discussed with Dr. Max Gritzmaker and Dr.
Barbara Allard (Northside Veterinarian Clinic) who treat all
of our Police K-9's. Dr. Gritzmaker and Dr. Allard strongly
advise against feeding these dogs "generic" dog food. The
California Veterinary Medical Association has published
"alert" bulletins to member veterinarians warning that
inexpensive qeneric dog foods, after nro1onaed use, can lead
to deteriorated body and weight conditions.
The food we purchase from the Doane
generic food. It is well-suited
impounded dogs at our shelter.
The food we provide our Police K-9's is Purina Hi-Pro at
$16.35 per fifty pounds. It is a high nutrition diet formu-
lated for high-stress, working dogs.

III. CRUISER ENFORCEMENT

The problem of cruisers is being addressed by the reassign-
ment of the Motor Squad to night hours and weekends, with
some Reserve Officer transport units on Friday, Saturday and
Sunday night from 8:00 p.m. to 2:00 a.m. There is no
significant impact on pure patrol time other than time spent
in general traffic enforcement.
Over the past three years, on-duty officers have been util-
ized in a special enforcement effort by comprising a team
made up from officers that work within the Mt. Vernon zone
and officers from other areas of the city. When possible,
the officers from other areas were generally recruited from
two-man patrol vehicles thereby not shorting the affected
zone of its normal coverage.
The policy has been to try not to neglect normal coverage of
street forces in any zone. However, there are occasions
dictated by serious disorder, number of arrests or other
special events, that patrol units from other areas have to be
used in restoring order or for coverage of calls in the
affected "A" Zone.
