STAFF REPORT
In accordance with procedures established by the Mayor and Common
Council, a joint effort to coordinate actions between the city and
Developer/Operator was necessary. To achieve this, a review
committee was established between Public Works and Central City
Company. The Committee plans, coordinates and prioritize
necessary improvements to insure maximum benefits are received
from the limited amount of funds made available over the past
several years.
Capital Improvement Funds ($40,805) were approved for F/Y 85-86
for limited roof and skylight repairs. Approximately $12,630 have
been expended and $12,200 committed for water damage repairs
($4,900) and skylight repairs ($7,300). The remaining $16,000 was
for replacement of badly deteriorated escalator covering.
After a preliminary study by the Review Committee, it was
determined that mirror glass covering would not only be compatible
with the overall Mall refurbishment goals, but would provide a
long term maintenance reduction on the escalator covering.
proposals and estimates of $17,786 to $25,000 have been obtained
from Arrowhead and Inland Empire Glass Companies (attachment 1 &
2) for the installation of the mirror glass covering. Central
City Company proposed and agreed to contract and coordinate the
installation of mirrors and pay all cost of the project in excess
of $16,000 if the city agrees to pay Central City Company for
actual cost, not to exceed $16,000 currently budgeted for this
project (attachment 13).
The Public Works staff recommends the approval of Central City
Company proposal provided that option No. 1 of Inland Empire Glass
or Arrowhead Glass Company is contracted to accomplish this
project.

RE: Installation of Mirrors on Escalators
Central City Mall
Dear Wayne:
As you know, we are currently in the process of planning the refurbishment of the
Mall. The scope of the study includes both the public and private areas at the
Mall, as they comprise the total complex that is frequented by the public.
If the refurbishment effort is to be successful, it must be closely coordinated
between the City-owned and Developer-owned areas. The recent improvements made by
Central City Company have been accomplished with the future refurbishment of the Mall
in mind. We have just installed $15,000 worth of hanging flower baskets in the
City's two large courtyards.
As part of our joint effort in coordinating Mall improvements, we have discussed the
badly needed replacement of the wallcovering on the escalators which the City budgeted
for fiscal year 1985-86 in the amount of $16,000.
Even though the wallcovering on the escalator has had 15 years of high traffic service
and is in need of immediate replacement, we requested you delay the installation of
the wallcovering so we could be certain it would be compatible with the overall
refurbishment of the Mall. Please see the attached photographs of the condition of
the existing wall covering.
After our preliminary study, we have determined that from both an aesthetic standpoint,
and in the interest of long-term maintenance reduction, that the wallcovering on
the escalators should be replaced with mirror to match the existing elevator and
Information Center. This will be compatible with the overall Mall refurbishment goals,
and give a unifying theme to the pedestrian transportation elements in the center
of the Mall.
I have attached copies of two estimates for the mirror work which are both more than
was budgeted for wallcovering. In order to expedite this project and stay within the
City's budgeted amount, please consider the following proposal:
Central City Company agrees to coordinate the installation of
mirrors on the escalators to assure they conform with the overall

Mall refurbishment and match the existing elevator and Information
Center. Central City Company also agrees to pay all costs of the

The City agrees to pay Central City Company for the actual cost
of the mirror installation, not to exceed $16,000 (the amount
currently budgeted).
If this proposal is accepted, it will result in an area that badly needs improvement
being dramatically transformed in a manner that is compatible with the long-term
future of the Mall.
I appreciate your immediate attention to this matter, as I would like to complete
this project as soon as possible.
