".m Nod- 75.0262 , , cFtv OF SAN BERNARDQo - REQUE~ FOR COUNCIL ACT~ STAFF REPORT The Engineering Division received complaints from area residents to investigate speeeding problems on 48th Street between Electric Ave- nue and Kendall Drive, and requesting that a proper speed limit be established on 48th Street. 48th Street is a 64 foot wide street accommodating approximately 3,000 average daily traffic. The street is controlled by non-posted 25 mph prima facie speed limit and can not be enforced by radar unless an engineering speed survey be conducted. The speed surveys conducted by the Engineering staff indicates that on 48th Street the critical speed (85 percentile) is measured at 44 mph and the pace speed is between 32 and 42 mph. The County of San Bernardino has establ i shed a 35 mph speed 1 imi t between "H" Street and Magnolia. In order to maintain consistancy for the driving public, the Engineering Division recommends to establish a 35 mph speed zone on 48th Street between Electric Avenue and Kendall Drive. STAFF REPORT The Engineering Division received request from the Police Department to establish proper speed limit on Marshall Blvd. between Waterman Ave. and Little Mountain Dr., so that Police Officers can use radar to enforce the speed law. Marshall Blvd. between Waterman Ave. and Little Mountain Dr. is a designated collector street carrying approximately 4,000 average daily traffic. It traverses through Wards. 5 and 7 at the "r" Street intersection. The street is presently zoned for 25 mph prima facie speed limit. Engineering speed surveys indicate that vehicular traffic in this section of Marshall Blvd. travel s at an average speed of 36 mph. The critical speed (85 percentile) is measured at 39 mph. The pace speed, the 10 mph interval contains the highest number of observed samples, is estimated between 30 and 40 mph. The Engineering Division recommends that a 35 mph speed zone be established for this segment of Marshall Blvd. The study has been reviewed by the Traffic Safety Commi ttee and a motion subsequently adopted to recommend the authorization of establishing 35 mph speed limit on Marshall Blvd between Waterman Ave. and Little Mountain Dr. 75.0264 2 . o I I,"" 1'._ o o o 1 ORDINANCE NO. 2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION 10.52.020 OF THE SAN BERNARDINO MUNICIPAL CODE AUTHORIZING A 35 MPH SPEED LIMIT ON MARSHALL BOULEVARD BETWEEN WATERMAN AVENUE AND LITTLE MOUNTAIN DRIVE, AND ON FORTY-EIGHTH STREET BETWEEN .ELECTRIC AVENUE AND KENDALL DRIVE. 3 4 5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 6 7 SECTION I. Section 10.52.020 of the San Bernardino Municipal 8 Code is amended to read: 9 "10.52.020 Thirty-five miles an hour. 10 In accordance with and pursuant to the authority of Sections 11 22357, 22358, 22360, and 22413 of the California Vehic1eCode, the 12 Mayor and Common Council do hereby determine and declare, upon the 13 basis of an engineering and traffic investigation, that a prima 14 facie speed limit of thirty-five miles per hour shall be 15 established on the following streets or portions thereof in the 16 City: 17 Atlantic Avenue: between Palm Avenue and Cienega Court. David Way is a designated residential collector street servicing a total of 81 ho.es in two residential tracts, of which 59 ho.es are surrounded by Mariposa Drive and David Way to the North on the hill side and a cluster of 22 homes are around Newport Ct. between 41st and 42nd Streets. David Way can be divided into two seg.ents, the first segment is a straight roadway with a flat grade of 2.51 fro. 40th Street to approxhately 1600 feet to the North and the second seg.ent is a curvious roadway .eandering through the hills at approxi.ately 101 grade. has completed an David Way, North David Way acco.modates an esti.ated traffic volume of 1,000 ADT (average daily traffic), the .ajority of which are generated by local residents with hardly any through traffic. The existing l$peed 11.U of 35 .ph was established at least 10 years ago. The last speed zone study was conducted in May 1978. The California Vehicle Code requires that all streets with speed zones other than 25 .ph or 55 .ph pri.a facie speed li.its have to be speed surveyed by traffic engineers so that the P.D. can use radar to enforce the speed limit posted. These speed surveys have to be kept cur.rent wfthfn fhe years. The statutory StltUS of the exfs~fng speed zone on Davfd Way was expfred fn May, 1983. whfch .eans the current 35 mph speed If.it can no longer be legally enforced by the P.O. The Engineerfng Dfvfsfon conducted a speed survey on Davfd Way in the vicfnity of 42nd Street in June, 1984, whfch shows that speeds surveyed ranges from 29 .ph to 52 mph. The pace speed, the 10 .ph interval contafns the hfghest number of observed sa.phs, is measured at 34 to 44 .ph. The crftical speed (85 percentile) is determined at 48 .ph. The speeding on David Way fs basically caused by the long tangent section of the street plus the downhill accelerating effects for Southbound traffic. Mrs. Roesch -- By Peter lfu A petition was received from the residents of David lIay requesting review of the speed limit and adequate prtrol, on David lIay. North of 40th St., to correct the by vehicular speed- ing. David lIay is a residential collector street. The traffic count on David lIay is less than 1000 per day. Radar speed survey, of June. 1984. ranges from 29 to 52 .ph with a critical speed of 48 Ilph. Traffic accident history is insignificant. Only one accident was reported in the past 2 1/2 years. Stanley Martin, Sandy Lourenco and Merrily Roesch, residents of David lIay area, were introduced, and expressed their concerns regard- ing the speed violators and lack ~f walkways in the area. Dis- cussion ensued. Peter Liu recommended establishment of prima facie speed 1fmit of 25 mph, periodic police enforcement, advance warning signs and markings ne~r the sharp curve at 45th Street, and neighborhood watch programs. MOTION: By Jim Celano that 1) the prima facie speed limit of 25 mph on David lIay be established; 2) that the speed limit at the curve be set at 15 or 20 Ilph with advisory warning signs near the curve: 3) that the Police Department provide periodic police enforcement on David lIay, and 4) that a Neighborhood lIatch Program be set up to increase public awareness to decrease speeding on David lIay. 2
