06-15-87 Extension of contract with IPS for 90 days approved, and
Director of Public Works/City Engineer authorized to
advertise for bids.
09-08-87 Resolution No. 87-315 adopted awarding a contract to Arrow
Power Sweeping for the low bid price of $42,000.00.

STAFF REPORT
At the Council meeting of 9-08-87, a contract for sweeping
the Central City Mall surface parking lots and three-level struc-
ture was awarded to Arrow Power Sweeping for the low bid price of
$42,000. A provision is included in the contract documents to the
effect that the contract can be renewed, for two additional one-
year periods, by mutual agreement.
Arrow Power Sweeping is in agreement with renewing the
contract for the period from 7-1-88 to 6-30-89, subject to a 5%
increase in the contract price to account for the cost of living
increase. Also, that the bonding provisions be amended to allow
the option of posting faithful performance, and labor and materi-
als, surety bonds in the amount of 25% of the adjusted contract
price.
The contract documents presently provide that surety
bonds for 100% of the contract price, or a cash deposit of 10%,
be filed. A letter from Arrow Power Sweeping, noting their
agreement with renewing the contract, is attached for reference.
The service furnished by Arrow Power Sweeping during
the past year has been outstanding.
We recommend that the contract be renewed.

Concerning the sweeping service at the Central City Mall parking
areas and structure, ] would like to offer an estimate for the continuance
of my contract for the next year.
All provisions, requirements, and specifications will continue to be
agreed upon and met, as stated and signed in the contract for the 1987/
1988 '{ear.
My bid for the 1988/1989 year will be as follows:
$3,675.00 per month for a nightly sweeping service; the total price
for the year would be $44,100.00.
This represents an increase of $175.00 per month in costs.
] would like to request that the required surety bond be reduced from
the current amount of 100% to 25% of the contract. This would enable us to
keep costs down, while still providing adequate coverage for the city.

RESOLUTION
RESOLUTION OF THE CITY OF SAN BERNARDINO RENEWING THE
CONTRACT WITH ARROW POWER SWEEPING, FOR PROVIDING SWEEPING
SERVICES FOR CENTRAL CITY MALL SURFACE PARKING SPACES AND THREE-
LEVEL PARKING STRUCTURE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The contract with Arrow Power Sweeping, for
providing sweeping services for the Central City Mall surface
parking spaces and the Three=level Parking Structure, in
accordance with Plan No. 7085, is renewed for a one year period,
from July 1, 1988, to June 30, 1989.
SECTION 2. The contract price is increased by 5%, from
$42,000.00, to $44,100.00, to account for the cost of living
increase.
SECTION 3. Section 3-1.02, "CONTRACT BONDS" is amended to
allow the Contractor the option to file faithful performance and
labor and materials surety bonds, in the amount of 25% of the
adjusted contract price, in lieu of a cash deposit in the amount
of 10% of the contract price.
SECTION 4. All other provisions of the contract, except as
specifically amended hereby, shall remain in full force and
effect.
