Various laws and regulations require that a storage area be provided for these materials until they can be picked up by an outside contractor. Specifications for storage areas have been prepared by the County Environmental Health Department. Plans for construc- tion of a storage area in the City Yard have been prepared by the Engineering Division. These plans have been submitted to the County Health Department for review and approval. Construction of a hazardous waste storage area is needed for the safety of City employees and to comply with applicable laws. Therefore, we recommend that construction of a hazardous waste storage area is needed for health and safety reasons. At their meeting of 5-12-88, the Environmental Review Committee recommended adoption of a Negative Declaration. The public review period will be from 5-19-88 to 6-01-88. No comments have been received to date. As stated California Guidelines, to: in Section l5063 of the State of Environmental Quality Act (CEQA) the purposes of an Initial Study are 1. Provide use as prepare the Lead Agency with information to the basis for deciding whether to an EIR or a Negative Declaration. 2. Enable an applicant or Lead Agency to modify a project, mitigating adverse impacts before an EIR is prepared, thereby, enabling the project to qualify for a Negative Declaration. 3. Assist the preparation of an EIR, if one is required by: Focusing the EIR on the determined to be significant. b. Identifying the effects determined not to be significant. effects a. c, Explaining the reasons for determining that potentially significant effects would not be significant. 4. Facilitate environmental assessment early in the design of a project, 5. Provide documentation of the factual basis for the finding in a Negative Declaration that a project will not have a significant effect on the environment. 6. Eliminate unnecessary EIR's. 7. The site will be used to store containers with a capacity of one, five, thirty, or fifty-five gallons. These will either be empty containers designated by statute as hazardous waste, or containers holding used paint thinner, cleaning solvents, or residue herbicides or pesticides. The containers will be disposed of by contract within 90 days. 2.2 Project Impacts The following impacts were checked .yes. on the attached Environmental Impact -Checklist: l.g. Pershing Avenue is designated on the General Plan as a Local Street. The site and the land north, south, and east of the site are zoned M-2 General Industrial and contain parking areas, warehouses, and garages. The land west of the site is zoned C-M Commercial-Manufacturingl it contains some vacant parcels, some commercial uses, and some houses. 4.2 Environmental Effects 4.2.2 The items marked .yes. on the attached Environ- mental Impact Checklist are discussed below. Will the proposal result in development within an area subject to liquefaction? According to the Building and Safety Department, the continuous footings, reinforced concrete slab, and the fact that the structure will not be habitable or used as a work area are adequate mitigations for locating the storage facility in an area subject to liquefaction. Will the project store, transport, or dispose of hazardous or toxic materials? 4.2.1 The proposed storage and disposal plan conforms to the County Environmental Health Services' draft guidelines for hazardous was storage area. The storage area will be located 50 feet from the nearest property line. It will be surrounded by an eight foot chain link fence with lockable gates and covered by a roof. The concrete floor will have two coats of epoxy sealer and will be surrounded by a berm capable of containing 110' of the volume of the largest container or 10' of the total aggregate of all containers stored therein. Ramps will be provided to allow access with drum dollies or forklifts over the berm. A chain link fence with corrugated fiberglas will separate two areas to be used for storing incompatible wastes. All substances stored on the site will be labeled, logged, and reviewed by Environmental Health Services. 4-1 . o o CITY OF SAN BERNARDINO - PLANNING DEPARTMENT INITIAL STUDY - Public Works Project No. 88-16 May l2, 1988 Regarding other potential impacts, air emissions and objectionable odors will be prevented by storing substances in sealed containers. Some temporary noise will result from construction of the storage area, but it will be minimal, and will be limited to the hours between 7:00 a.m. and 10:00 p.m., and will normally cease by 4:30 p.m. 4-2 .
