Baaellne Street San BernardIno, CA 92411 May 6, 1988 Ms. Shauna Clark City Clerk City of San Bernardino 300 North "D" Street San Bernardino, CA 92418 Dear Ms. Clark: Historically, the office of the City Clerk of San Bernardino has presented to the minority community unique problems that need resolving. The first has been your policy of not advertising in minority newspapers, and secondly, your policy of hiring only a minimum of temporary minority employees. The Superior Court of San Bernardino County has declared the Precinct Reporter adjudicated as a newspaper of general circu- lation by case number 162020 on July 24, 1974. It is the news- paper with the second largest circulation in the county. A copy of that court order was made available to you as well as interpretation of the law relative to the Precinct Reporter from the city attorney's office. In spite of what the law indicates, our account executive says you still maintain that the Precinct Reporter is not a newspaper of general circulation and still refuse to advertise therein. Surely there is a resolution to the problem other than wasting time in court. I'd appreciate your opinion in resolving this matter at an early date. . APT:mt c.c.
