STAFF REPORT
Bids for providing landscape maintenance for Seccombe Lake were
opened at 2:00 p.m. on Tuesday, 5-10-88.

The low bid of $42,000.00 is 21.3% under the previ-
price of $53,400.
An amount of $74,448 has been included in the proposed 1988-89
Budget, under Account No. 001-388-53150, "Professional/Contractual
Services," to finance the cost incurred for this contract.
The Notice to Proceed will be effective on 7-1-88 and will con-
tinue to 6-30-89, subject to two one-year extensions by mutual
consent.
Annie Ramos, Director of Parks, Recreation and Community Services,
has reviewed the bids and concurs with awarding a contract.
We recommend that a contract be awarded for the low bid price.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO L. BARRIOS & ASSOCIATES, INC. FOR MAINTENANCE OF
3 LANDSCAPING AND IRRIGATION SYSTEM IN SECCOMBE LAKE STATE URBAN
RECREATION AREA.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. L. Barrios & Associates, Inc. is the lowest
7 responsible bidder for maintenance of landscaping and irrigation
8 system in Seccombe Lake State Urban Recreation Area, in accordance
9 with Plan No. 7172 (1988-89), fQr the total amount of $42,000.00,
10 and a contract is awarded to said bidder accordingly, but such
,
11 award shall be effective only upon the contract being fully
12 executed by the parties; all other bids therefor are hereby
13 rejected; and the Mayor is hereby authorized and directed to
14 execute said contract on behalf of the City; a copy of the
15 contract is attached hereto, marked Exhibit "A" and incorporated
16 herein by reference as fully as though set forth at length.

SECTION 2. This contract and any amendments or
18 modifications thereto shall not take effect or become operative
19 until fully signed and executed by the parties and no party shall
20 be obl igated hereunder until the time of such full execution. No
21 oral agreements, amendments, modifications or waivers are intended
22 or authorized and shall not be implied from any act or course of
23 conduct of any party.
