4-04-88 --- Plans approved and authorization granted to advertise
for bids.

Recommended motion:
1. That a finding be made that the construction of
drainage improvements at Stoddard Avenue and
Athol Street, in accordance with Plan No. 7480,
is needed for health and safety reasons.

Bids for this project were opened at 2:00 p.m., on Tuesday,
5-17-88.
A total of 2 bids were received, in the amounts of
$11,790.00 and $13,898.63. The low bid of $11,790.00 is 7.1%
under the Engineer's Estimate of $12,690.00.
Listed below is an estimate of the total project cost,
based upon the actual low bid price.
Construction Contract - $ 11,790
Engineering & Inspection (W.O. #1825) 1,170
Sub-Total $ 12,960
tontingencies (15%):1: 1,940
TOTAL ESTIMATED PROJECT COST $ 14,900
An amount of $15,000 has been allocated, under Account
No. 248-368-57824, to finance the costs that will be incurred
for this project.
At their meeting of 3-30-88, the Environmental Review
Committee made a finding that this project is exempt from the
California Environmental Quality Act.
Storm water does not drain at this location. The im-
pounded water turns stagnant, which promotes breeding of insects
and creates a nuisance.
We recommend that a finding be made that this project
is needed for health and safety reasons, and a contract be
awarded to the low bidder.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO REDLANDS PAVING, INC. FOR CONSTRUCTION UF DRAINAGE
IMPROVEMENTS AT STODDARD AVENUE AND ATHOL STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

bidder for construction of a public project, to-wit:
SECTION 1.
Redlands Paving, Inc. is the lowest responsible

of Drainage Improvements at Stoddard Avenue and Athol Street,
8
in accordance with Plan No. 7480, for the total amount of
9
$11,790.00, a contract is awarded to said bidder accordingly,
10
but such award shall be effective only upon the contract being
11
fully executed by the parties; all other bids therefore are
12
hereby rejected; and the Mayor is hereby authorized and directed
13
to execute said contract on behalf of the City; a copy of the
14
contract is attached hereto, marked Exhibit "A" and incorporated
15
herein by reference as fully as though set forth at length.

SECTION 2. The contract authorized by this resolution
17
shall not take effect until signed and executed by both parties.
18
Neither party shall be obligated hereunder unless and until the
19
contract is fully executed and no oral agreement thereto shall be
20
implied or authorized.

I HEREBY CERTIFY that the foregoing resolution was duly

adopted by the Mayor and Common Council of the City of San
