STAFF REPORT
The City Attorney issued an op1n1on on February 23, 19BB advising
that pursuant to Charter Section 247, the Civil Service Board had
the duty to appoint an independent Chief Examiner and that the jobs
of Personnel Director and Chief Examiner could not be held by the
same person. The attached resolution is designed to implement that
advice.
The Personnel Committee has recommended that the Chief Examiner be
provided with a secretary. Charter Section 247 states, "The Board
may appoint such subordinates as the City Council (sicl may, by
ordinance, prescribe". Therefore, the secretarial position will
have to be created by ordinance.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO CREATING THE
CIVIL SERVICE OFFICE AND ESTABLISHING THE POSITION OF CIVIL
SERVICE BOARD, CHIEF EXAMIN~R EFFECTIVE APRIL 19, 198B.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Office of the Civil Service Board is
hereby established and the position of Chief Examiner is created
pursuant to Charter Section 247.
SECTION 2. This resolution shall be effective April 19,
1988.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a
