STAFF REPORT
Traffic at the intersection of 40th Street and Mt. View
Avenue has increased substantially due to developments in the
area, in particular the adjacent "Lucky's" complex. The traffic
volumes have increased to a point where traffic signals are
needed to assign right-of-way for approaching vehicles.
At their meeting of 2-11-88, the Environmental Review
Committee found that this project would not have a significant
impact upon the environment.
The public review period was from 2-18-88 to 3-02-88.
No comments were received.
We recommend that a finding be made that this project
is needed for health and safety reasons, and that the Negative
Declaration be adopted.

1. 0 INTRODUCTION
This report is provided by the City of San Bernardino.s an
Initial Study for Public Works No. 88-1 to install traffic
signal equipment and a handicap tamp at the intersection of
40th Street and Nt. View.
As stated in Section 15063 of the State of California Envi-
ronmental Quality Act (CEQA) Guidelines, the purposes of an
Initial Study are to:
I. Provide the Lead Agency with information to us. as
the basis for deciding whether to prepare an EIR or
a Negative Declaration.
2. Enable an applicant or Lead Agency to modify a
project, mitigating adverse impacts before an EIR
is prepared, thereby, enabling the project to
qualify for a Negative Declaration.
3. Assist the preparation of an EIR, if one is re-
quired by:
a. Focusing the EIR on the effects determined to
be significant.
b. Identifying the etfects determined not to be
significant.
c.

2.0 EXECUTIVE SUMMARY
2.1 Proposed Project
The project under consideration, Public Works No. 88-1,
is to install traffic signal equipment including, signal
poles, conduit, pull boxes, traffic controller and
handicap ramp at the intersection of 40th Street and
Mountain View.
2.2 Project Impacts
The project may have an impact on the surrounding area
during the time of construction. Noise levels may
increase between the hours of 7 a.m. and lO p.m. Dust
may also increase during construction, but would be
controlled by watering. Circulation at the time of
construction may also be impacted by the closing of one
lane at a time as needed for construction.
The intersection is located in the High Wind zone. The
poles will be installed to CalTrans standards which take
into account hazards, such as high winds.
There would be no negative impacts to this intersection
after the project is completed. Circulation of traffic
will benefit from the installation of the signal equip-
ment and a handicap ramp will provide sidewalk access.
