FOR OPERATION OF AN ENHANCED INFORMATION
AND REFERRAL PROGRAM AT THE SENIOR
CITIZENS CENTER.

The Senior Impact Program, a private gJ'6up, was funded by a Community Development Block
Grant for the period 7-1-87 to 6/30-86. This was a one time grant with the purpose of
creating advocacy for low income elderly. The Senior Impact Advisory Committee composed
of persons actively involved with services to older Americans was formed and has pro-
vided direction for the program.
The Advisory Committee focused on how to reach persons living in low income areas and
how to provide information to them about services available to them to meet their
needs; i.e., transportation, income, medicare and other health related issues, legal
concerns and a myriad of other concerns among senior citizens.
The committee decided that the most direct and effective method of reaching the elderly
was to take the information to them. A pilot program was devised whereby informational
community meetings would be held in such places as mobile home parks, apartment com-
plexes and in neighborhood centers to provide informational workshops to small groups
rather than as has previously been done in large group meetings at some dowtown
locations such as the library or Senior Center. The smaller group format will be more
conducive for interaction with attendees being able to ask questions and discuss var-
ious aspects of the information being provided.
An adjunct to the Senior Impact Program was to provide a system whereby senior citizens
and/or their families and friends could obtain information about available services
without calling or visiting many places. The solution was to provide a computer to
house information provided by every service provider in the San Bernardino and Inland
Empire area; then to provide a centralized location for placing the computer along with
the people to keep the information updated and to put the information out to the
requestors.
The computer along with program set-up and training of personnel have been offered to
the Parks, Recreation and Community Services Department for placement and operation
at the Senior Citizens Center. It is the consensus of staff that this program will
enhance all aspects of our ongoing programs such as Senior Nutrition, Retired Senior
Volunteer Program, Senior Companion Program, Senior Recreational Activities, and infor-
mation and referral services. The computer will provide a much needed vehicle for
compiling all the information the city now has in its manual system as well as being
able to add to it the new information that will be received from agencies and providers
of services throughout the inland empire.
There is no direct cash outlay required by the city. The computer will be purchased
and installed by the Senior Impact Program. A part of the package will be to provide
the computer programs and training for city personnel. The tasks involved can be
absorbed by the present staff with assistance from volunteers available through the
Retired Senior Volunteer Program, thus providing a very attractive program of seniors
helping seniors with no additional costs to the city.

It is recommended that the Parks, Recreation and Community Services Department be
authorized to accept the computer and responsibility for the Senior Imformation
Program to be operated out of the Senior Citizens Center.
